Key Responsibilities
  • Lead continuous enhancement of procurement and commercial operations across ADNOC Group, focusing on process excellence, governance, efficiency, and operational consistency.
  • Review existing procurement processes, operating practices, control points, and service delivery models to identify inefficiencies, duplication, delays, and gaps.
  • Design and implement structured improvement initiatives that reduce cycle time, improve service quality, and strengthen procurement execution across business units.
  • Pilot new procurement practices, tools, workflows and ways of working before wider implementation across ADNOC Group companies.
  • Guide organizational alignment during procurement transformation initiatives to ensure improved processes are understood, accepted, and embedded into daily operations.
  • Strengthen procurement operations by refining execution practices, improving coordination, and standardizing process performance across relevant functions.
  • Monitor implementation outcomes and adjust process improvement initiatives to sustain operational excellence after rollout.
  • Ensure enhanced procurement practices remain aligned with approved policies, standards, governance frameworks, internal controls, and business requirements.
  • Embed control mechanisms into procurement operations to reinforce governance adherence, process discipline, and reliable execution.
  • Collaborate with ADNOC Group companies, procurement teams, commercial stakeholders, internal departments, and leadership teams to promote consistency in process execution.
  • Facilitate cross‑functional alignment to support seamless implementation of operational improvements and leading procurement practices.
  • Identify risks caused by process inefficiencies, weak controls, unclear ownership, or implementation gaps and introduce corrective actions.
  • Strengthen process integrity by improving documentation, workflow clarity, accountability, performance tracking, and compliance checkpoints.
  • Promote a continuous improvement culture by engaging stakeholders, communicating process changes, and increasing awareness of enhanced procurement practices.
  • Support capability building across procurement teams so improved practices are sustained beyond the initial implementation phase.
  • Plan and supervise departmental personnel, activities, and resources to achieve division objectives in an efficient and cost‑conscious manner.
  • Support employee development through competency building, personal development plans, succession planning, and talent pipeline initiatives in coordination with the Human Capability Group.
  • Contribute to Emiratization objectives by supporting the development of UAE nationals within the department.
  • Compile input for division budgets and monitor department expenditure against approved budget levels.
  • Investigate and reconcile significant budget variances to support effective performance management and cost control.
  • Lead implementation of department policies, systems, processes, standards, procedures, and internal controls in line with company and international standards.
  • Implement performance management practices for department personnel and monitor KPIs linked to annual performance contracts and balanced scorecard requirements.
  • Review and recommend department structure improvements to make better use of human capital and support business objectives.
  • Encourage innovation, employee motivation, and change management initiatives that improve department operations and service delivery.
  • Propose internal process improvements against best practices and ISO‑aligned standards to create intelligent solutions for operational challenges.
  • Support HSE culture within the department and ensure compliance with relevant HSE policies, procedures, controls, legislation, and sustainability guidelines.
  • Ensure department employees receive adequate HSE training and induction in line with required standards.
  • Prepare department MIS, progress updates, performance reports, and management information to support accurate and timely business decisions.
  • Maintain regular communication with line management, SVP‑level stakeholders, procurement policy teams, and group company counterparts.
  • Coordinate with internal and external auditors on procurement governance, control, compliance, and audit‑related matters.
  • Engage with third‑party service providers, suppliers, consultants, industry experts, shareholders, and partners when required for information exchange and technical discussion.
Ideal Profile
  • Bachelor’s Degree in Supply Chain Management, Information Technology, Business Administration, or a related field.
  • Minimum 15 years of relevant experience in procurement, supply chain, commercial operations, process improvement, or procurement transformation.
  • At least 8 years of supervisory experience with responsibility for teams, resources, budgets, performance, or operational delivery.
  • Minimum 5 years of hands‑on procurement experience, preferably within the oil and gas industry.
  • Strong expertise across procurement and supply chain areas including contracts and purchasing, inventory and warehousing, supplier registration, pre‑qualification, and supplier relationship management.
  • Proven ability to lead process excellence initiatives, governance alignment, operating model improvements, and procurement transformation programs.
  • Strong understanding of procurement policies, procedures, internal controls, audit requirements, commercial governance, and risk mitigation.
  • Practical experience working with group companies, internal stakeholders, auditors, suppliers, consultants, and third‑party service providers.
  • Strong commercial awareness with the ability to evaluate operational impact, cost implications, service efficiency, and control requirements.
  • Excellent analytical capability with the ability to identify root causes, assess process performance, and recommend practical improvements.
  • Strong problem‑solving skills with a structured approach to improvement planning, implementation tracking, and stakeholder adoption.
  • Leadership experience in managing teams, developing employee capability, supporting performance management, and strengthening department effectiveness.
  • Ability to work in a large Oil and Energy organization where governance, service quality, operational discipline, and stakeholder alignment are essential.
