About The Role
Location: Dubai, United Arab Emirates

Our client, a global financial services leader with a strong footprint across the GCC and international markets, is seeking a Senior Manager / AVP – Data Quality & Governance to drive its enterprise‑wide Data Quality Program.
This role is pivotal in elevating the bank’s data governance maturity, ensuring regulatory compliance, and enabling trusted, high‑quality data across business, risk, finance, compliance, and international banking functions.
You will lead the definition, monitoring, remediation, and executive reporting of Critical Data Elements (CDEs) while partnering closely with senior stakeholders and regulatory bodies.
Key Responsibilities
Data Quality Leadership
- Lead the implementation and operationalization of the enterprise Data Quality Framework.
- Define, maintain, and govern Critical Data Elements (CDEs) across business units.
- Establish and monitor Data Quality dimensions: Completeness, Accuracy, Validity, Consistency, Uniqueness, Timeliness, Traceability.
- Develop and maintain Data Quality dashboards and KPIs (DQMI).
- Drive issue remediation with business and technology teams.
Dashboarding & Reporting
- Manage Power BI Data Quality dashboards across Retail Banking, Corporate Banking, Compliance (AML, Sanctions, CRS), Finance, Risk, PICG, and International Banking.
- Validate DQMI calculations and ensure accuracy of dashboard outputs.
- Present Data Quality performance updates to senior management and executive committees.
Stakeholder & Governance Management
- Serve as the primary liaison between Business, Operations, Compliance, Risk, Finance, and Technology.
- Lead governance forums with Data Owners, Data Stewards, and senior stakeholders.
- Drive alignment on remediation plans, ownership, and timelines.
Regulatory & Audit Support
- Support internal and external audits related to Data Governance and Data Quality.
- Prepare management responses, evidence packs, and closure documentation.
- Ensure compliance with Central Bank regulations and internal governance standards.
Data Governance Enablement
- Support implementation of Data Governance policies, standards, and procedures.
- Maintain enterprise CDE inventories, Data Dictionaries, Business Glossaries, and Metadata repositories.
- Support Data Lineage, Data Ownership, and Data Stewardship initiatives.
Program & Project Delivery
- Lead Data Quality initiatives across multiple countries and business units.
- Support Core Banking transformation programs (e.g., Flexcube, T24) with data validation rules.
- Participate in migration, onboarding, and remediation programs.
- Coordinate with development teams for SQL and Power BI delivery.
Executive Reporting
- Prepare quarterly Data Governance & Data Quality SteerCo presentations.
- Produce executive summaries and dashboards for leadership forums.
- Highlight achievements, risks, remediation progress, and strategic initiatives.
Requirements
Required Experience
- 8–15 years in Data Governance, Data Quality, Data Management, or Business Intelligence .
- Strong experience in Banking or Financial Services .
- Proven track record managing enterprise‑wide Data Quality programs.
- Experience engaging senior stakeholders and regulators.
- Prior experience in UAE or GCC banking environments is strongly preferred.

Education
- Bachelor’s degree in Computer Science, Information Systems, Data Science, Engineering, Statistics, Mathematics, or related field.
- Master’s degree (MBA or MSc) preferred.
- Certifications such as CDMP, DCAM, Informatica DQ, or Microsoft Data Analyst are an advantage.
Language Requirement
Fluency in Arabic and English is mandatory, given the role’s engagement with UAE/GCC stakeholders and regulatory bodies.
Eligibility
Only candidates currently based in the UAE with valid work authorization and prior GCC banking experience will be considered.
