Job Description

Senior Legal Consultant

Job Objective

Carry out Legal Consultancy activities within UAE Accountability Authority (UAEAA), including providing legal advice to organizational units and analyzing legal risks and implications of all business transactions within the Authority and its entities.

Key Responsibilities/Duties

Strategy and Planning:

  1. Contribute to developing and updating policies, procedures, manuals, delegation of authority, and standard forms, ensuring alignment with UAEAA's policies.
  2. Assist in developing strategic, budget, procurement, and operational plans aligned with UAEAA's mission and objectives.
  3. Develop and monitor Key Performance Indicators (KPIs) for the section to enhance efficiency.

Operations

  1. Provide legal advisory services to support daily operations and resolve legal issues promptly.
  2. Draft resolutions, circulars, and correspondence ensuring compliance with laws and regulations.
  3. Review legal documents such as appointment letters and HR recommendations for legal conformity.
  4. Conduct legal reviews on financial reports and advisory work, providing legal opinions.
  5. Perform legal research to ensure decisions and policies are consistent with existing laws.
  6. Participate in developing local legal legislations and policies related to UAEAA's mandate.
  7. Review draft legislations and propose laws to address legal gaps.
  8. Maintain records of decisions and legal correspondence systematically.
  9. Collaborate on strategic planning and budgeting with Legal Services.
  10. Conduct awareness workshops and training on laws and legislations.
  11. Evaluate work outputs of the Integrity and Anti-Corruption Sector and prepare reports.
  12. Develop and execute the financial disclosure system for employees.
  13. Provide legal consultation on program issues, analyzing problems and developing solutions.
  14. Ensure legal compliance and manage reputational risks across UAEAA.
  15. Identify and mitigate legal and regulatory risks within UAEAA.

Talent Management And Development

  1. Complete necessary trainings and certifications for ongoing performance improvement.
  2. Participate in performance reviews and meet KPIs.
  3. Stay updated with relevant legal information and share knowledge internally.
  4. Support the development of UAE National employees aligned with Emiratization strategies.

Corporate

  1. Ensure compliance with UAEAA's policies and procedures across departments.
  2. Prepare professional correspondence and maintain records systematically.
  3. Respond to queries and support organizational units as needed.
  4. Utilize technology to enhance work efficiency.
  5. Uphold UAEAA's values, ethics, and promote a culture of compliance and continuous improvement.
  6. Contribute to timely reporting and documentation standards.
  7. Support health and safety policies in performing duties.

General

  1. Perform duties reflecting academic qualifications and professional standards.
  2. Complete required certificates within designated timelines.
  3. Work independently and collaboratively, demonstrating dedication and teamwork.

Requirements

  1. Bachelor's Degree in Law or Management; master's in law or business administration is desirable.
  2. Project Management Professional (PMP) certification preferred.
  3. 4-6 years of relevant experience in legal counseling within a corporate or law firm environment.
  4. Proficiency in Arabic and English languages.
