Job summary

Dubai Holding Land Estates is seeking a senior professional to lead infrastructure planning and utilities coordination for large-scale master-planned developments in the UAE. You will oversee planning delivery, engage with multiple stakeholders, and ensure alignment with regulatory standards and master plans.

The role requires 12–15 years of relevant experience, with at least 5 years in a senior managerial capacity, and familiarity with UAE/GCC authorities and major developers.

Qualifications

• 12–15 years of relevant experience in infrastructure planning and utilities coordination.
• 5+ years in a senior managerial role overseeing delivery and cross-project coordination.
• Experience with UAE/GCC developers, consultants, or government authorities preferred.
• Professional certifications such as PMP, CEng, or PE are advantageous.

Responsibilities

• Manage and review infrastructure design requirements for existing and new projects from a planning perspective, including utilities.
• Evaluate potable water, sewer, irrigation, and other services across all projects to optimize operations.
• Manage and prepare agreements with Dubai Municipality related to connections and fees.
• Provide technical support to other verticals to optimize design, construction, and operations.
• Support master planning teams in land use or VAS changes.
• Manage water and sewerage master plans, hydraulic models, SIA, STP, district cooling, pumping stations.
• Plan and implement strategies for wet utilities across developments.
• Coordinate with internal stakeholders to deliver integrated solutions.
• Coordinate with external authorities such as RTA, DEWA, DM, EMPOWER, Etisalat, DU, Lootah Gas, DCD, military authorities.

About the Job:

• Manage and review overall infrastructure design requirements for existing and new projects from a planning perspective, including utility capacity allocation, corridor reservations, network distribution, and plot connections, ensuring full compliance with authorities’ standards and best market practices. This includes major wet services such as potable water, sewerage, stormwater, irrigation, and firefighting networks.
• Evaluate all infrastructure requirements for potable water, sewer, irrigation, and other applicable services across all company/vertical projects (existing and proposed) to ensure proper implementation, optimized operation, and minimal impact on the master plan while controlling costs where possible.
• Manage and prepare agreements with Dubai Municipality (DM) related to connection fees and tie‑in connections with DM networks.
• Provide technical support to other verticals to optimize infrastructure design, construction, and operational efficiency.
• Support master planning teams in assessing and approving changes in land use or Value‑Added Services (VAS) requests.
• Manage and update water and sewerage infrastructure master plans across all developments. This includes hydraulic model reviews, sewerage impact assessments (SIA), STP proposals, district cooling plant and network designs, and pumping/lifting station proposals.
• Plan and implement effective strategies for wet utilities across all company/vertical developments.
• Coordinate and ensure alignment with internal stakeholders including Infrastructure Construction, Development, Legal, Finance, and Customer Services—to deliver integrated and efficient solutions.
• Coordinate with external stakeholders and relevant authorities such as RTA, DEWA, DM, EMPOWER, Etisalat, DU, Lootah Gas, DCD, Military authorities, and others as required.

About You:

• Bachelor’s Degree in Civil Engineering, Infrastructure Engineering, or a related engineering discipline from an accredited university.
• Master’s degree in Engineering, Infrastructure Planning, or Project Management is preferred.
• Professional certifications such as PMP, Chartered Engineer (CEng), PE, or equivalent professional accreditation are considered an advantage.
• 12–15 years of relevant professional experience in infrastructure planning, design, and utilities coordination within large-scale real estate developments or master-planned communities.
• At least 5 years of experience in a senior managerial role overseeing infrastructure planning delivery and team members, and coordination across multiple projects or developments.
• Proven experience working with major developers, infrastructure consultants, or government authorities in the UAE and GCC region.
