You will lead a multidisciplinary IT team and collaborate with executives, regulators, auditors, and partners to ensure technology excellence and regulatory alignment.

Qualifications

• 12-15+ years of progressive IT experience with enterprise leadership.
• Experience with Oracle Fusion Applications and Oracle Utilities/OUCCS.
• Proven track record in digital transformation, cloud, cybersecurity, and large technology programmes.
• Experience managing IT budgets, vendors, outsourcing/AMS contracts, and procurement.
• Experience with IT risk management, ITGC, cybersecurity, ISO audits.

Our client is a leading organisation in the UAE’s utilities and district cooling sector, seeking an experienced Senior IT Manager to lead its enterprise technology function and drive technology strategy, digital transformation, innovation, and operational excellence.

The role will provide strategic and operational leadership across enterprise applications, IT infrastructure, cloud, cybersecurity, IT operations, data, AI, governance, and technology projects, while working closely with senior management, business stakeholders, regulators, auditors, and strategic technology partners.

Key Responsibilities

• Develop and execute the IT strategy and technology roadmap aligned with business objectives.
• Lead enterprise applications, with strong ownership of Oracle Fusion Applications and Oracle Utilities/OUCCS.
• Drive digital transformation, automation, AI initiatives, analytics, and customer-focused technology solutions.
• Oversee cloud, infrastructure, IT operations, cybersecurity, business continuity, and disaster recovery.
• Lead IT governance, risk, compliance, and technology audits, ensuring alignment with relevant regulatory and security requirements.
• Manage major technology programmes, vendors, strategic partnerships, contracts, and IT CAPEX/OPEX budgets.
• Drive technology optimisation, cost efficiencies, process automation, and continuous improvement.
• Provide technology updates and recommendations to executive management and relevant governance committees.
• Lead and develop a multidisciplinary IT team across applications, infrastructure, cybersecurity, digital, data, and project delivery.

Requirements

• 12-15+ years of progressive IT experience, including significant enterprise IT leadership experience.
• Strong experience with Oracle Fusion Applications and Oracle Utilities/OUCCS.
• Proven experience across digital transformation, cloud, cybersecurity, IT operations, enterprise applications, and large-scale technology programmes.
• Experience managing IT budgets, strategic vendors, outsourcing/AMS contracts, and technology procurement.
• Experience with IT risk management, ITGC, cybersecurity, ISO and external/internal audits.
• Experience within utilities, energy, infrastructure, or another regulated/customer-intensive environment is highly desirable.
• Strong executive stakeholder management and communication skills.

Mandatory Certifications

Preferred: ITIL, TOGAF, CISM/CISSP or equivalent.

Language: Fluent English required; Arabic is an advantage.
