Fundamental Duties: Pre-Tender Phase
- Tailor a project-specific integrated Master Programme in coordination with all relevant parties, and submit it to the line manager for review and approval.
- Propose, record, and plan actions with the Design Manager and Project Lead to address areas of concern, anticipate delays, and implement recovery measures, with continuous updates.
- Develop a pre-tender risk register in consultation with the Project Lead and relevant departments, and update it throughout all project phases for use by the PMT in responding to potential and actual risks.
- Ensure integration between the Project Master Programme and the Lead Consultant Programme.
- Capture areas of concern of the Consultant to ensure accuracy and escalate issues as required.
- Develop, maintain, and update a project procurement tracker for all procurement packages in accordance with the approved Procurement Strategy and aligned with the delivery dates in the Master Programme and Lead Consultant Programme.
Tender and Appointment Phase
- Monitor the bidding and procurement process to ensure alignment with the Procurement Tracker dates.
- Evaluate and comment on bidders' tender programmes during evaluation and negotiation.
Post Tender Execution and Delivery Phase
- Review and approve the Contractor's baseline programme, providing comments and advising the Engineer and Project Lead.
- Ensure integration between the Project Master Programme and the Contractor's baseline programme, including updates and revisions.
- Review, control, and monitor the Contractor's programme of works, establish periodic reviews, and assist in meeting project deadlines and targets.
- Compile records and information to evaluate Contractor claims for extensions of time, in consultation with the Project Lead.
- Coordinate with the project QS to ensure consistency between Payment Certificates and site progress, and maintain project cash-flow projections.
- Attend site progress meetings and inspections to monitor progress and log potential risks.
- Update and maintain the Procurement Tracker to ensure alignment with the Contractor's programme and track remaining procurement packages.
- Conduct periodic site visits by RERA, coordinating with relevant departments and the Project Lead to meet milestones.
