Senior Engineer HSE - Projects - Offshore

The Senior HSE Engineer Projects Offshore will be responsible for ensuring health, safety, and environmental (HSE) compliance across all stages of offshore project execution, from planning through to commissioning. This role involves developing safety strategies, conducting risk assessments, auditing site activities, and promoting a strong safety culture in line with UAE offshore oil & gas regulations. The engineer will work closely with project management, contractors, and regulatory bodies to uphold high HSE performance standards in challenging marine environments.

Responsibilities:

1. Developing and implementing HSE plans, procedures, and project-specific safety strategies in accordance with ADNOC and UAE regulatory standards.
2. Conducting detailed risk assessments, hazard identification (HAZID), and safety studies (e.g., HAZOP, SIMOPS) for offshore operations.
3. Monitoring daily site activities and conducting safety audits, inspections, and incident investigations on offshore installations.
4. Leading and participating in emergency response drills, ensuring preparedness in line with project and legal requirements.
5. Providing HSE training and coaching to site personnel, contractors, and new joiners to reinforce offshore safety protocols.
6. Reviewing and approving contractor HSE documents and ensuring alignment with client and regulatory expectations.
7. Coordinating with engineering and project teams to integrate safety into design and execution phases.
8. Preparing regular reports and KPI dashboards for internal use and submission to UAE authorities and clients.

Requirements:

1. Bachelor's degree in Engineering, Environmental Science.
2. Minimum of 8-10 years of HSE experience in offshore oil & gas projects, with at least 3 years in a senior HSE role.
3. Strong knowledge of UAE offshore safety regulations, ADNOC codes, and international standards (OSHA, ISO 14001, ISO 45001).
4. Proven expertise in risk assessments, incident investigation, and emergency response coordination.
5. Excellent communication and leadership skills to manage multi-contractor sites and promote a culture of safety.
6. Familiarity with HSE reporting tools, audit software, and Microsoft Office Suite.
7. Fluency in English is required; Arabic proficiency is a plus for interfacing with local authorities and contractors.
