Job summary

Tanqeeb in UAE is seeking a senior procurement and subcontracting specialist for civil infrastructure and utility projects. You will manage end-to-end procurement, evaluate suppliers, prepare RFQs, and negotiate terms to ensure timely, cost-effective delivery to site.

The role requires 12–16 years of UAE experience in civil works, with a degree in Civil Engineering or related field. Location: UAE, full-time on-site. Collaborative cross-functional coordination is essential.

Qualifications

• Review BOQ, drawings, specifications, project scope, and material requirements.
• Prepare procurement and subcontracting plans based on project schedules.
• Source and evaluate suppliers and subcontractors for civil works, materials, and specialist activities.
• Prepare RFQs, comparison statements, and negotiate prices and terms.
• Review technical and commercial offers with Engineering, QS, Project, and Commercial teams.
• Prepare and negotiate subcontract agreements, work orders, scope, rates, payment terms, and commercial conditions.
• Monitor subcontractor progress, resources, quality, performance, and completion as per project requirements.
• Monitor material availability, inspections, production, and timely delivery to site.
• Control procurement costs and identify cost-saving opportunities.
• Maintain approved supplier/subcontractor database and monitor performance.
• Strong UAE experience in civil infrastructure/utility projects and subcontract management is mandatory.

Responsibilities

• Manage complete procurement and subcontracting activities for civil infrastructure and utility projects.
• Review BOQ, drawings, specifications, project scope, and material requirements.
• Prepare procurement and subcontracting plans based on project schedules and site requirements.
• Source and evaluate suppliers and subcontractors for civil works, materials, and specialist activities.
• Handle procurement of pipes, fittings, manholes, drainage materials, concrete, aggregates, asphalt, precast items, and other infrastructure materials.
• Prepare RFQs, comparison statements, and negotiate prices and commercial terms.
• Review technical and commercial offers with Engineering, QS, Project, and Commercial teams.
• Prepare and negotiate subcontract agreements, work orders, scope, rates, payment terms, and commercial conditions.
• Monitor subcontractor progress, resources, quality, performance, and completion as per project requirements.
• Monitor material availability, inspections, production, and timely delivery to site.
• Coordinate with Project, Engineering, Planning, QS, Commercial, Finance, and Stores teams.
• Control procurement and subcontract costs and identify cost-saving and value-engineering opportunities.
• Resolve supplier/subcontractor issues related to quality, delivery, scope, rates, and payments.
• Maintain approved supplier/subcontractor database and monitor performance.
• Strong UAE experience in civil infrastructure/utility projects and subcontract management is mandatory.
