JOB PURPOSE

Provide expert support for compliance and enforcement at RTA, including setting and implementing regulations, procedures, and frameworks aligned with policies and legislation. Conduct programs to inspect, monitor, and review transport service operations and safety performance of Duty Holders (Owners, Operators, Contractors).

Key Responsibilities

  • Manage MoUs with stakeholders like International Organizations, Dubai Police, Civil Defence.
  • Support accreditation processes for Safety Assessors, Contractors, and Specialists.
  • Consult with operators and assessors to foster continuous safety improvements.
  • Ensure clear communication and effective implementation of safety assessment requirements.
  • Maintain relevant records and support internal audits.
  • Support technical audits and inspections of rail and tram systems, including signalling, civil works, and operational procedures.
  • Review and update safety regulations, policies, and procedures for compliance.
  • Monitor field activities, document findings, and enforce corrective actions.
  • Assist in crisis management and emergency response related to rail systems.
  • Report on safety performance, inspections, and audits for management review.
  • Support enforcement actions, including fines up to AED 500,000 for breaches.
  • Promote safety and sustainability culture within the organization.
  • Respond to incidents and emergencies as per instructions.
  • Provide consultancy to other government entities as directed.
  • Identify risks, evaluate impacts, and support control measures.
  • Maintain records of assessments and enforcement actions.
  • Ensure environmental regulations are integrated into safety programs.
  • Support revenue maintenance for Safety Certification and Regulation activities.
  • Ensure compliance with ISO standards like ISO14001 and ISO18001.

Qualifications

Bachelor’s degree in Mechanical, Electrical, Industrial, or Railway Systems Engineering from a recognized university with at least 11 years of experience.
