This position plays a central role in financial planning and management accounting for Joint and Associated Ventures. The Senior Budget Analyst works across divisions and financial control teams to consolidate operating and capital budgets, monitor actual expenditure, prepare shareholder reports, and maintain accurate financial records for major projects and assets. The role requires close coordination with Financial Controllers, Responsibility Officers, divisional management, auditors, and shareholder representatives. It combines budgeting, forecasting, variance analysis, capital expenditure control, fixed asset accounting, depreciation reporting, and periodic account preparation within a structured corporate finance environment.

Key Responsibilities
  • Coordinate preparation of Original Budgets and Spring Forecasts for Joint and Associated Ventures.
  • Consolidate divisional budget submissions into accurate company-level financial reports.
  • Ensure budgeting activities are completed within approved schedules and in accordance with company procedures.
  • Monitor expenditure against approved budget limits and investigate material over-runs and under-runs.
  • Analyze actual expenditure against budget and identify significant financial variances.
  • Prepare mandatory budget and expenditure reports for shareholders and management.
  • Ensure budget processes comply with established financial policies, procedures, and reporting requirements.
  • Prepare consolidated Fixed Assets and Depreciation Schedules for shareholder reporting.
  • Maintain accurate financial information relating to existing and newly commissioned assets.
  • Coordinate updates to the Company Fixed Assets Register for new and existing projects.
  • Support internal and external audit activities by responding to budget-related queries.
  • Prepare financial explanations, schedules, reconciliations, and supporting information requested by auditors.
  • Direct and supervise assigned personnel involved in preparing Capital and Operating budgets.
  • Review divisional budget submissions for completeness, accuracy, and alignment with financial guidelines.
  • Coordinate with Financial Controllers across operating divisions during budget and forecast preparation.
  • Track progress of budget submissions and ensure work is completed in accordance with established guidelines.
  • Liaise with user departments and divisions to obtain confirmation, clarification, and feedback on submitted financial data.
  • Collate expenditure inputs from multiple spending departments into consolidated budget reports.
  • Prepare supporting materials for management budget presentations.
  • Produce budget summaries, variance reports, dry-run analyses, and other financial presentation materials.
  • Assist in preparing formal budget presentations for management and shareholder review.
  • Attend budget meetings and provide financial clarification where required.
  • Coordinate with relevant divisions to obtain financial information on capital projects and major maintenance schemes.
  • Ensure capital and maintenance expenditure assumptions are properly reflected in planning cycles.
  • Coordinate timely preparation of monthly, quarterly, and final accounts for Joint and Associated Ventures.
  • Review financial reporting packages for completeness and accuracy before submission.
  • Monitor monthly expenditure reports against approved budgets.
  • Review all significant charges appearing in monthly financial statements and expenditure reports.
  • Highlight unusual or significant deviations between actual and planned expenditure.
  • Investigate financial anomalies and coordinate required corrections.
  • Alert Responsibility Officers and Divisional Managers to unusual expenditure trends or emerging budget risks.
  • Maintain appropriate documentation supporting budget performance and variance analysis.
  • Coordinate and control capital commitments and expenditure associated with major projects and maintenance works.
  • Review financial statements and Authorizations for Expenditure against approved capital budgets.
  • Monitor financial commitments associated with plant, equipment, projects, and major maintenance programs.
  • Alert relevant Financial Controllers to unbudgeted capital expenditure items.
  • Support effective financial control over capital and operating expenditure throughout the reporting cycle.
  • Plan, supervise, and coordinate assigned financial activities to achieve section objectives.
  • Train and develop assigned staff in budgeting, financial control, and reporting processes.
  • Provide input into section and departmental budgets and assist with implementation of approved financial plans.
  • Investigate significant financial variances to support performance and cost control.
  • Implement approved finance policies, processes, systems, standards, and procedures.
  • Support achievement of approved performance objectives within the finance function.
  • Identify opportunities to improve budgeting, forecasting, consolidation, and management accounting processes.
  • Develop tools and techniques that improve the quality, accuracy, and efficiency of financial reporting.
  • Benchmark internal financial processes against relevant best practices and ISO requirements where applicable.
  • Comply with HSE policies, sustainability requirements, applicable legislation, and ADNOC Codes of Practice.
  • Provide inputs for section MIS and progress reports submitted to company management.
  • Maintain effective working relationships with line management, divisional finance teams, shareholders, auditors, consultants, and other external parties.
Ideal Profile

The successful candidate should hold a Bachelor 's degree in Accountancy or another relevant financial discipline.

A minimum of 8 years of relevant professional experience is required, including substantial experience in budgeting, accounting, management accounts, financial planning, or cost control.

Candidates should demonstrate strong practical knowledge of operating and capital budgets, financial forecasting, expenditure monitoring, variance analysis, fixed asset accounting, depreciation schedules, and monthly and quarterly reporting.

Experience working with Joint Ventures, Associated Ventures, shareholder reporting, or complex multi-division financial structures would be particularly valuable.

The role requires strong coordination skills and the ability to consolidate financial information from multiple stakeholders while maintaining accuracy, consistency, and compliance with approved financial procedures.

Candidates should also be comfortable supporting audits, reviewing capital commitments, preparing management presentation materials, and communicating financial issues clearly to senior stakeholders.

Relevant professional certifications in accounting, finance, management accounting, or financial planning would be advantageous where applicable.
