Job description

Senior Advisor / Project Manager – Quality Assurance & Technical Compliance (Real Estate Development)

We are seeking a strategic, technically grounded advisor to lead quality assurance oversight across our real estate development subsidiaries. This role is advisory, representing the Group CEO’s technical perspective throughout the development lifecycle to ensure design integrity, construction quality, and delivery commitments are maintained.

The role interfaces closely with the Head of Internal Audit, the Real Estate QA/QC team, the Development function, and executive leadership. The ideal candidate will have a civil engineering background, familiarity with electromechanical systems, and experience in internal audit or quality governance roles to proactively identify and mitigate quality risks.

This individual will report directly and weekly to the Group CEO, requiring a commanding presence, clear communication, and the ability to influence senior stakeholders constructively.

Key Responsibilities
  1. Strategic QA / QC Oversight & Reporting
  2. Serve as the Group CEO’s technical quality advisor, providing weekly updates on project QA/QC status, risks, and interventions.
  3. Offer objective, audit-informed guidance to ensure all project phases align with best practices and quality expectations.
  4. Collaborate with QA/QC and Development teams, maintaining independence while acting as a strategic partner.
  1. Design & Planning Phase Engagement
  2. Review early-stage designs for technical feasibility, material specifications, system integration, and long-term asset performance.
  3. Identify quality risks or design mismatches, raising issues with leadership and ensuring early technical feedback.
  4. Advise procurement on material integrity, vendor due diligence, and long-term suitability to support structural longevity.
  5. Provide a risk-based review before material or vendor decisions are finalized.
  1. Construction & Project Execution Monitoring
  2. Conduct periodic oversight during construction to ensure execution matches design and flag quality issues.
  3. Escalate critical deviations with documented evidence and corrective suggestions.
  1. Post-Delivery Quality Review
  2. Oversee quality assessments at handover, ensuring final delivery meets design scope and resolving defects or snags.
  3. Monitor the Defect Liability Period, ensuring swift issue resolution and contractor accountability.
  1. Governance & Internal Audit Alignment
  2. Assist in establishing technical controls for transparency, quality, and accountability.
  3. Participate in audits, risk reviews, and investigations related to technical shortcomings.
  1. Cross-functional Influence & Stakeholder Management
  2. Represent QA/QC in management meetings and development reviews.
  3. Influence decisions with fact-based, technical recommendations highlighting business impacts.
  4. Promote a culture of technical accountability and proactive QA practices.
Candidate Profile
  • Bachelor’s in Civil Engineering; advanced studies or certifications in Construction Management, Quality Systems, or Internal Audit preferred.
  • 15+ years in real estate development, QA, or engineering consulting, with exposure to internal audit or owner-side advisory roles.
  • Deep understanding of civil and MEP systems, with the ability to evaluate system performance risks.
  • Experience working with senior leadership and influencing stakeholders across technical and non-technical areas.
  • Preferably experience in high-end residential and mixed-use projects.
  • Strong analytical, reporting, and executive presentation skills.
  • Fluent in English; Arabic skills are a plus.
  • Resilient, assertive, and capable of challenging practices to uphold quality and protect interests.
