Job Purpose
The Manager of Information Technology is responsible for leading the development and execution of AMF’s IT strategy to ensure secure, efficient, and future-ready infrastructure. This role ensures operational excellence, data protection, and digital innovation, while providing regional IT expertise in support of AMF’s member countries and institutional development mandate.
Responsibilities
- Develop and implement IT strategies aligned with AMF’s objectives to enhance operational efficiency and support strategic goals.
- Drive the adoption of emerging technologies to facilitate digital transformation and innovation.
- Oversee the maintenance and optimization of IT infrastructure, including networks, servers, storage systems, and data centers, ensuring performance and security.
- Manage the development and deployment of IT systems and applications that support AMF operations, ensuring reliability, scalability, and continuous improvement.
- Implement and manage security measures to safeguard data and IT operations against cyber threats, unauthorized access, and breaches.
- Ensure IT activities comply with regulatory standards and global best practices while enhancing IT governance frameworks to support organizational policies.
- Develop and maintain disaster recovery and business continuity plans to ensure quick restoration of IT services after disruptions, aligning with organizational priorities.
- Conduct regular risk assessments to identify vulnerabilities in IT systems and implement effective mitigation strategies.
- Monitor and manage IT expenditures to ensure optimal use of financial resources while demonstrating fiscal responsibility.
- Oversee IT service delivery to align with business needs, enhancing user experience and service efficiency.
- Engage with internal and external stakeholders to align IT initiatives with organizational objectives and user expectations.
- Contribute to the design and execution of the IT Division’s strategy and roadmap to support the objectives of the Support Services Department.
- Align IT Division plans with AMF’s strategic goals and provide input to Support Services’ objectives.
- Ensure the achievement of IT Division’s strategy, objectives, and KPIs within the assigned responsibilities.
- Develop and share regular progress reports with stakeholders in compliance with reporting requirements.
- Participate in the IT Division’s budgeting cycle and provide insights for effective resource allocation.
- Ensure optimal utilization of the Division’s budget, monitor financial performance, and report challenges.
- Support the Fund’s technical assistance programs in IT specialization for Arab countries.
- Recommend and oversee improvements to IT policies, procedures, and controls to ensure compliance with procedural and legislative requirements while maintaining high-quality and cost-effective results.
- Encourage and support continuous improvement of systems, processes, and best practices, focusing on efficiency, cost reduction, and productivity gains.
- Monitor daily IT operations to ensure compliance with established policies and procedures.
- Conduct regular reviews of IT business process manuals, identify improvement areas, and propose updates to enhance efficiency.
- Stay updated on emerging technological advancements, assess their impact, and explore innovation opportunities to strengthen the Fund’s IT capabilities.
- Establish and maintain collaborative relationships with internal units (e.g., departments / divisions) and external stakeholders (e.g., vendors) to support IT Division objectives.
- Stay informed on market trends, business opportunities, and regulatory developments to enhance stakeholder management capabilities in line with AMF’s strategic goals.
- Manage vendor relationships to ensure service quality, contractual compliance, and cost-effectiveness, particularly for IT infrastructure and licensing continuity.
- Strengthen collaboration between IT and other departments to ensure alignment, integration, and effective utilization of technology.
- Lead and support the IT team in performing operations in adherence to established policies and procedures.
- Work with HR to recruit and retain talent aligned with IT strategic objectives and business needs.
- Define performance objectives, provide coaching and support, evaluate team members, and deliver constructive feedback to enhance skills and capabilities.
- Foster a high-performance work environment that reflects AMF’s values and promotes a results-driven culture.
Qualifications and Requirements
- Minimum of 10 years of progressive experience in IT management, with a focus on IT operations, cybersecurity, and enterprise architecture—preferably in a financial institution, government body, or central bank.
- Proven ability to lead cross-functional IT teams and implement secure, scalable technology solutions in alignment with business and regulatory priorities.
- Bachelor’s degree in computer science, Information Technology, or a related field.
- Master’s degree in information technology, Cybersecurity, or equivalent is preferred.
- Professional certifications such as CISM, CISSP, ITIL, TOGAF, or PMP are strongly preferred.
- Excellent communication and writing skills in Arabic and English. French, as a third language, is a solid advantage
