Job summary
Penspen Ltd. seeks an experienced Road Safety Officer to support a major ADNOC Onshore project in Abu Dhabi. You will implement road and transport safety requirements, manage JMPs, monitor IVMS data and driver behaviour, and coordinate with contractors to ensure compliance with ADNOC safety standards.
The role requires a UAE driving license, 5+ years in road/transport safety, and experience with IVMS/FMS monitoring. PMC/EP C or construction project exposure is advantageous.
Qualifications
- Bachelor's Degree or Diploma in a recognized institution.
- NEBOSH IGC or equivalent HSE qualification preferred.
- Additional HSE/transport safety qualifications like IOSH Managing Safely are advantageous.
- Valid UAE Driving License is mandatory.
- Strong practical knowledge of IVMS/FMS and related monitoring software is mandatory.
Responsibilities
- Implement and monitor Road Safety and Transport Safety requirements across the project.
- Develop, review and implement Journey Management Plans (JMP).
- Monitor IVMS data and prepare driver violation, trend and RAG reports.
- Monitor driver behaviour, vehicle performance and transport safety compliance.
- Conduct road safety risk assessments and support control implementations.
- Carry out vehicle inspections and verify safety devices are available and in good condition.
- Deliver HSE, road safety and transport safety inductions and awareness sessions.
- Support road traffic incident investigations, root-cause analysis and lessons learned.
- Maintain road safety records, statistics, reports and performance indicators.
- Coordinate with contractors and transport providers to ensure project compliance.
- Identify road safety improvements and follow up on corrective actions.
- Support ADNOC Land Transportation Safety requirements implementation.

We are looking for an experienced Road Safety Officer / Road Safety Coordinator to support road and transport safety activities for a major ADNOC Onshore project in Abu Dhabi.
The successful candidate will be responsible for implementing and monitoring road safety, journey management, driver safety and transport safety requirements, ensuring compliance with project HSE procedures and applicable ADNOC requirements.
- Implement and monitor Road Safety and Transport Safety requirements across the project.
- Develop, review and implement Journey Management Plans (JMP).
- Monitor IVMS (In-Vehicle Monitoring System) data and prepare driver violation, trend and RAG reports.
- Monitor driver behaviour, vehicle performance and transport safety compliance.
- Conduct road safety risk assessments and support implementation of appropriate controls.
- Conduct vehicle inspections and verify the availability and condition of required safety devices.
- Deliver HSE, road safety and transport safety inductions and awareness sessions.
- Monitor compliance with journey management and driver safety requirements.
- Support road traffic incident investigations, root-cause analysis and lessons learned.
- Maintain road safety records, statistics, reports and performance indicators.
- Coordinate with contractors and transport service providers to ensure compliance with project requirements.
- Identify road safety improvement opportunities and follow up on corrective actions.
- Support the implementation of applicable ADNOC Land Transportation Safety requirements.

- Experience working on ADNOC projects or major oil & gas projects is highly preferred.
- Experience within PMC, EPC or major construction projects is an advantage.
- Good knowledge of ADNOC Land Transportation Safety requirements (HSE-HRT-CP01) is preferred.
