Road and Traffic (TTM) Engineer (Design)

Parsons is seeking an experienced Road and Traffic (TTM) Engineer to join our Project Management Consultant (PMC) team for a high-profile infrastructure project. The role involves managing temporary traffic management (TTM) designs, ensuring safe and efficient traffic flow during construction activities while adhering to local regulations and international standards.

What You'll Be Doing:

Traffic Management Design and Review

  • Lead the development, review, and approval of TTM plans, ensuring that they address all project and stakeholder needs while prioritizing public safety and efficient traffic operations.

  • Develop and review Temporary Traffic Management (TTM) plans in alignment with local regulations, including lane closures, diversions, and traffic flow adjustments.

  • Ensure TTM designs prioritize public safety, minimize disruptions, and accommodate construction requirements.

  • Validate traffic simulations and analysis to optimize traffic flow during construction.

Coordination with Stakeholders

  • Liaise with local authorities, including RTA, Dubai Municipality, and traffic police, to obtain approvals for TTM plans.

  • Work closely with contractors, consultants, and the client to ensure alignment of traffic management strategies with project timelines and objectives.

  • Serve as the primary liaison between the client, contractors, consultants, and local authorities, ensuring alignment on traffic management requirements and obtaining necessary approvals.

Site Supervision and Implementation

  • Oversee the implementation of TTM plans on-site, ensuring compliance with approved designs and regulations.

  • Conduct regular inspections to monitor traffic flow, identify issues, and recommend adjustments to improve safety and efficiency.

Compliance and Standards

  • Ensure all TTM activities comply with local regulations (e.g., RTA guidelines) and international standards (e.g., MUTCD).

  • Address safety concerns and mitigate risks associated with traffic management during construction.

Data Analysis and Reporting

  • Analyze traffic data to evaluate the impact of TTM measures and propose improvements.

  • Prepare and present reports on traffic management progress, risks, and solutions to stakeholders.

Site Oversight:

  • Oversee the on-site implementation of traffic management measures, verifying compliance with approved plans and addressing real-time challenges.

Risk Management and Mitigation

  • Identify potential traffic-related risks and develop mitigation strategies to avoid project delays or public safety issues.

  • Proactively resolve conflicts between construction activities and traffic flow requirements.

  • Identify and mitigate risks associated with traffic disruptions, ensuring smooth project progression and minimizing delays or public inconvenience.

What Required Skills You'll Bring:

  • Bachelor’s or Master’s degree in Civil Engineering, Transportation Engineering, or a related field.

  • Minimum 10–15 years of design experience in road and traffic engineering, with a strong focus on Temporary Traffic Management (TTM) for large-scale infrastructure projects.

  • Prior design experience in a PMC or client representative role is preferred.

  • Familiarity with road and traffic management practices in Dubai.

  • Proficiency in traffic modeling and simulation tools such as Synchro, VISSIM, or similar software.

  • Strong knowledge of traffic management regulations and best practices, including lane closures, diversions, and pedestrian safety.

  • Experience with permit application processes and regulatory compliance.

  • Excellent communication and coordination skills to manage multidisciplinary teams and liaise with stakeholders.

  • Strong problem-solving and analytical abilities.

  • Ability to work under pressure and meet tight deadlines in a fast-paced environment.
