Qualifications

• Bachelor's degree in Engineering, Business Administration, Project Management, or a related field.
• 8–10 years of relevant experience in contracting, construction, manpower, or a related industry.
• 3–4 years in a managerial role with resource or operations leadership.
• Strong manpower planning, deployment, budgeting, and cost control capabilities.
• Advanced MS Excel/Sheets skills; ERP or project management tools are a plus.
• Proven leadership, planning, decision-making, and stakeholder management abilities.
• UAE work location and in-person availability preferred.

Job Summary

We are looking for an experienced Resource Manager with a strong background in resource and manpower management in the Contracting, or Construction industry to lead the Resource Management Department and ensure the effective planning, deployment, and utilization of company resources across multiple projects and locations.

The ideal candidate should be a manager-level professional with proven experience in manpower planning and deployment, workforce forecasting, equipment and vehicle management, resource cost control, team leadership, and management reporting.

Key Responsibilities

• Lead and manage the Resource Management Department, including the supervision, guidance, and performance of Resource Coordinators and supporting staff.
• Develop and implement resource management policies, procedures, and allocation frameworks across all projects, departments, and locations.
• Plan, forecast, and approve manpower, vehicle, equipment, tool, and material requirements in line with project plans, timelines, and budgets.
• Oversee manpower deployment, mobilization, demobilization, transfers, and replacements in coordination with HR, Recruitment, and Project Managers.
• Ensure optimum utilization of resources by identifying idle, underutilized, or excess resources and directing their timely redeployment.
• Prepare and monitor resource budgets, track resource-related costs, and implement cost-control and efficiency measures.
• Work closely with Project Managers and the PMO to resolve resource conflicts and prioritize allocation across concurrent projects.
• Oversee the availability, maintenance, and movement of vehicles, machinery, and equipment to minimize downtime.
• Establish and monitor resource KPIs (utilization, productivity, availability, and cost) and present regular management reports and dashboards to senior management.
• Coordinate with HR, Procurement, Accounts, Administration, Warehouse, and Project Teams to ensure resources are available on time and within approved budgets.
• Ensure compliance with company policies, labour regulations, and health and safety requirements related to manpower and equipment deployment.

Requirements

• Bachelor's degree in Engineering, Business Administration, Project Management, or a related field.
• 8–10 years of relevant experience in Contracting, Construction, Manpower or a related industry, including at least 3–4 years in a managerial role.
• Strong background in resource and manpower management, workforce planning, and deployment across multiple projects and sites.
• Proven experience leading and developing a resource or operations team.
• Strong knowledge of manpower, equipment, vehicle, and material management, including resource budgeting and cost control.
• Advanced skills in MS Excel / Google Sheets; experience with ERP, resource planning, or project management tools will be an advantage.
• Strong leadership, planning, decision-making, communication, and stakeholder management skills.
• Strong analytical, reporting, and problem-solving abilities.
• UAE experience will be preferred.Work location: In person.
