Job Description:

Resident Engineer (Road & Infrastructure)

Abu Dhabi, Al Dhafra region, UAE

Parsons is looking for a talented Resident Engineer to join our team! In this role, you will plan, schedule, supervise, and exercise administrative authority over all field engineering work.

What You'll Be Doing:

  1. Act as the Engineer with delegated authority and be directly responsible to the Employer during construction.
  2. Communicate directly with the Contractor.
  3. Observe and inspect the Contractor’s construction activities.
  4. Issue orders to correct non-compliant activities, work, materials, and equipment.
  5. Direct, assist, and monitor the construction supervision team, including site engineers, work inspectors, and surveyors.
  6. Provide assistance and advice to the Employer regarding variations, adjustments, and financial matters.
  7. Provide recommendations to the Employer for Contractor payments, claims, and variation orders.
  8. Advise on contractual and construction matters related to roadworks, utility diversions, traffic diversions, road furniture, and related works.
  9. Supervise, review, monitor, and report on progress of roadworks and associated works.
  10. Coordinate with design Engineers, Contractor, Client/PMC, and concerned Authorities.
  11. Ensure safety goals are achieved and oversee implementation of safety procedures.
  12. Submit reports on accidents or near misses and review Contractor’s HSE reports.
  13. Participate in health and safety issues and comply with safety, health, and risk management requirements.
  14. Convene and chair regular site meetings.
  15. Ensure prompt exchange of correspondence and approvals.
  16. Ensure accuracy and completeness of records.
  17. Report back to SRE/CM or Project Manager as necessary.
  18. Participate in contract administration.
  19. Perform other responsibilities as appropriate.

What Required Skills You'll Bring:

  • Bachelor's degree in Engineering (Master's degree preferred). An equivalency certificate from the Ministry of Education is required.
  • Minimum of 15 years of engineering experience in roads, infrastructure, and utilities projects.
  • Proven experience in supervising major road and infrastructure projects, preferably in the Gulf region.
  • Chartered Engineer or Professional Engineer (PE) registration, or membership in similar professional organizations, is preferred.
  • Strong emphasis on Quality Assurance Specifications and Statistical Quality Control.
  • Thorough understanding of contractual relationships.
  • Proficient in computer technology for data access, record maintenance, report generation, and use of project-specific engineering software.
  • Registered as a practicing engineer in Abu Dhabi is an advantage.
