Job summary

DHL Global Forwarding in Dubai seeks a Regional HSQE Manager - IP to drive and maintain HSQE initiatives across the Middle East & Africa region. You will lead global HSQE programs, ensure compliance with local laws, and foster a culture of safety and environmental responsibility across projects and subcontractors.

The role requires extensive HSQE experience, leadership skills, and the ability to train and mentor regional teams.

Qualifications

• NEBOSH (International) General Certificate or equivalent in HSQE discipline
• Certified within a recognized safety organisation (IOSH/SIA etc.)
• Recognised auditor in HSQE discipline (ISO 45001, ISO9001 or 14001)
• Recognised incident investigation certificate
• NEBOSH National Diploma or equivalent in HSQE discipline
• Lead Auditor in ISO 45001, 14001 or 9001
• Advanced incident investigation certificate (Kelvin TOPSET)
• Membership in a recognized safety organization (IOSH/SIA)
• Minimum of 7 years’ experience in health and safety, with 3+ years in a leadership role
• Experience in transport, lifting operations, and training delivery
• Experience in delivering training across multiple skill levels
• Preferred: experience in OOG/heavy transport and lifting operations
• Working knowledge of safety management system applications
• Strong operational and leadership skills
• Excellent communication and interpersonal skills
• Proficiency in continuous improvement methodologies
• Skilled in stakeholder management and KPI development

Responsibilities

• Lead the implementation of global HSQE initiatives; adapt strategies regionally while aligning with Global HSQE’s objectives.
• Ensure adherence to DHL IP HSQE policies and local HSQE legislation across the region.
• Drive the global HSQE strategy and culture among employees, subcontractors, vendors, and suppliers.
• Ensure incidents are reported; support root-cause analysis and lead investigations for significant events.
• Partner with operations to align subcontractor HSQE requirements and monitor capabilities.
• Collaborate with sales/bid teams for HSQE input in tenders and RFQs.
• Develop regional KPIs to measure HSQE performance.
• Develop and manage project HSQE plans with client/contractual alignment.
• Travel across the region to promote and implement HSQE standards.
• Collect and analyse HSQE data; contribute to global KPIs and reporting systems.
• Provide expert HSQE guidance to regional teams on requirements and best practices.
• Share HSQE best practices across regions and projects.
• Lead regional HSQE improvement initiatives; align with global standards and oversee plans.
• Establish and maintain stakeholder relationships to drive HSQE objectives.
• Participate in risk assessments and project HSQE requirements.
• Assist in HSQE training program administration and delivery.
• Collaborate with Engineering to integrate HSQE considerations into project life cycle.

Job Purpose:

As a Regional HSQE Manager at DHL Industrial Projects, you will be a key figure in driving and maintaining Regional HSQE initiatives across the Middle East & Africa Region. This role requires a strategic and operational approach to ensure compliance with international and local HSQE standards, promoting a culture of safety excellence and environmental responsibility.

In this Regional HSQE Manager - IP position

• Lead the implementation of global HSQE initiatives, adapting strategies to regional specifics while aligning with Global HSQE’s objectives.
• Ensure adherence to DHL IP HSQE policies and procedures, and compliance with international, national, and local HSQE legislation across their respective region, as applicable.
• Drive and foster the global HSQE strategy and culture amongst employees, subcontractors, vendors, and suppliers.
• Ensure all incidents are reported effectively and providing support for Incident root cause analysis with operational and leadership teams. Where necessary lead investigation teams for significant events.
• Partner with Operational Teams to ensure subcontractors are aware of and comply with DHL IP and client specific HSQE requirements through assessing and monitoring subcontractor HSQE capabilities and activities.
• Partner with sales and bid teams for HSQE input in tenders, RFQs, and sales processes.
• In collaboration with key leadership, identify and develop regional Key Performance Indicators (KPIs) to measure and enhance HSQE performance.
• Contribute to the development and management of project HSQE plans, in collaboration with teams, aligning with client and contractual requirements.
• Regular travel across assigned region to promote, monitor, and implement HSQE standards.
• Collect and analyse HSQE performance data, contributing to global KPIs and reporting systems.
• Provide expert HSQE support and guidance to regional team on company, client, and site-specific HSQE requirements and best practices.
• Collaborate with operational teams to share best practices and lessons learned in HSQE across different regions and projects.
• Identify and lead regional HSQE improvement initiatives, aligning with global standards and implement and oversee regional HSQE improvement plans.
• Establish and maintain key stakeholder relationships to drive and reinforce HSQE objectives.
• Participate in risk assessments and operational studies as per project HSQE requirements.
• Assist in the administration and implementation of HSQE training and development programs.
• Work closely with Engineering function to provide guidance, support, and expertise in the development and review, of engineering plans, ensuring they incorporate HSQE considerations throughout the life cycle of projects, whilst fostering a culture of innovation.
