Job summary

Roads and Transport Authority (RTA) in Dubai is seeking an experienced professional to develop and implement railway safety regulation and certification programs. The role focuses on assessing ISA applications, conducting inspections, and ensuring compliance with Dubai railway laws and decrees, while coordinating with internal and external stakeholders.

Qualifications

• Bachelor's degree in engineering/science such as Civil, Mechanical, Electrical, Electronic, Computer Science, from a recognized University

Responsibilities

• Perform assessment of Independent Safety Assessors Application and draft ISA permits in compliance with approved legislations and processes
• Maintain records of all assessments and recommendations for safety certification and regulation enforcement
• Attend railway safety critical incidents and provide technical feedback for improvement and/or enforcement
• Follow up MoU activities with Organizations who would technically advise / support RTA in improving the railway safety certification and regulation framework
• Ensure that the SRA requirements are communicated, understood and effectively implemented
• Review safety certification applications and give the necessary feedback to the section manager and prepare safety certificates in line with approved legislations and processes
• Ensure established systems, processes, procedures and execution of activities fully comply with prevailing Dubai Railway regulations, laws and decrees
• Perform safety regulation inspections on railway systems and their operators in the Emirate of Dubai to ensure they comply with the safety certificates and approved laws
• Monitor activities in the field and ensure that findings associated are technically adequate and failures to satisfy requirements are fully documented for effective enforcement action
• Support the Judicial Authority role in relation to the Safety Regulation Authority functions as per applicable laws and suggest regulatory actions against those who violate them
• Maintain Registers for Certification and Regulation for Dubai Railway Systems Duty Holders
• Support the planning and scheduling for the internal SRPD / audit system
• Develop and implement processes for railway safety certification and regulation in compliance with approved legislations and policies considering international best practices, standards, and benchmarks
• implement the railway safety certification and safety regulation activities in line with approved legislations and processes
• Development and the implementation of the annual execution plan for the section considering all key activities by setting requirements and targets
• Review and follow up the planned action items derived from various activities such as site inspections, audits, recommended action program evaluation, and risk assessments
• Provide technical support, expert engineering & operational judgement to accident & incident investigations
• Ensure that safety is integrated into management and work practices and form part of the culture to accomplish program objectives and ensure worker and public health and safety
• Perform other job-related duties and responsibilities as needed
