Job summary

ELSEWEDY ELECTRIC in Abu Dhabi seeks an experienced Civil QC Engineer to supervise civil quality control for HV/EHV substations (132kV–400kV). You will ensure works comply with drawings, specs and client requirements, and review QCPs, ITPs, and method statements.

You will inspect excavation, foundations, concrete and steel works, coordinate with clients and third-party inspectors, and manage IRs/MIRs/NCRs while maintaining quality records for handovers.

Qualifications

• Bachelor's degree in Civil Engineering or equivalent.
• 8–10 years of civil quality control experience in construction.
• Experience with HV/EHV substations (preferably 400kV).

Responsibilities

• Supervise civil QC activities for HV/EHV substations (132kV–400kV).
• Ensure works meet drawings, specs, standards and client requirements.
• Review and implement QCPs, ITPs, method statements, and inspections.
• Inspect excavation, backfilling, compaction, earthworks, and foundations.
• Inspect foundations for transformers, GIS buildings, control rooms, and gantry structures.
• Monitor concrete works: reinforcement, formwork, curing, and tests.
• Inspect structural steel, cables trenches, duct banks, manholes, and undergrounds.
• Maintain material approvals, test certificates, and submittals.
• Coordinate with clients, consultants, and third-party inspectors.
• Prepare IRs, MIRs, NCRs, and related quality docs.
• Identify and close NCRs, SORs, and corrective actions.
• Ensure lab and field tests including soil compaction and cube tests.
• Verify survey levels and alignment against drawings.
• Review subcontractors quality documents and compliance.
• Support audits and closure of findings.
• Maintain quality records and handover documentation.
• Ensure ISO 9001, HSE procedures, and client standards.

• Supervise and monitor civil quality control activities for HV/EHV substation projects, including 132kV, 220kV, and 400kV substations.
• Ensure all civil construction works comply with approved drawings, project specifications, applicable standards, and client requirements.
• Review and implement project Quality Control Plans (QCPs), Inspection and Test Plans (ITPs), Method Statements, and inspection procedures.
• Inspect excavation, backfilling, soil compaction, and earthworks activities.
• Inspect foundations for power transformers, GIS buildings, control rooms, gantry structures, and other substation equipment.
• Monitor concrete works, including reinforcement, formwork, concrete pouring, curing, and concrete strength testing.
• Inspect structural steel works, equipment support structures, cable trenches, duct banks, manholes, and underground utility installations.
• Ensure compliance with approved material specifications and review material approvals, test certificates, and technical submittals.
• Conduct site inspections and coordinate with construction teams to ensure compliance with approved civil drawings and specifications.
• Coordinate with clients, consultants, and third-party inspection agencies for inspections, testing, and quality approvals.
• Prepare, review, and maintain Inspection Requests (IRs), Material Inspection Requests (MIRs), and other quality documentation.
• Identify, report, and follow up on Non-Conformance Reports (NCRs), Site Observation Reports (SORs), and corrective/preventive actions.
• Ensure all required laboratory and field tests are conducted, including soil compaction, concrete cube tests, and other relevant material tests.
• Verify survey levels, dimensions, alignment, and setting-out activities against approved drawings.
• Review civil subcontractors quality documentation and ensure compliance with project quality requirements.
• Monitor the implementation of approved Method Statements and Inspection and Test Plans during construction.
• Participate in internal, external, and client quality audits and ensure timely closure of audit findings.
• Coordinate with civil, electrical, planning, and construction teams to resolve technical and quality-related issues.
• Ensure proper maintenance of quality records, inspection reports, test results, and project handover documentation.
• Support the preparation of as-built drawings, final quality dossiers, and project handover documentation.
• Ensure compliance with applicable ISO 9001 requirements, project HSE procedures, and client-specific quality standards.
• Provide technical guidance and supervision to Civil QC Engineers and Inspectors.
• Monitor civil quality performance and ensure timely closure of inspections and outstanding quality issues.

• Bachelors degree in Civil Engineering or an equivalent qualification.
• Minimum 8-10 years of relevant experience in civil quality control within construction projects.
• Proven experience in HV/EHV substation projects, preferably 400kV substations.
