Job Description:
1. Civil Quality Control & Inspection
- Implement and monitor approved project Quality Control Plans and ITPs for civil works.
- Conduct inspections of OHTL foundation and associated civil construction activities.
- Inspect and monitor:
- Site preparation and access works.
- Surveying and setting-out of tower locations.
- Excavation and foundation pits.
- Soil conditions and excavation stability.
- Blinding concrete works.
- Reinforcement steel installation.
- Reinforcement spacing, size, lap length, and cover.
- Formwork installation and dimensions.
- Anchor bolts and tower stub/leg positioning.
- Concrete pouring and placement.
- Concrete slump and temperature testing.
- Concrete cube/cylinder sampling and testing.
- Curing and protection of concrete.
- Waterproofing where applicable.
- Backfilling and compaction.
- Foundation finishing and reinstatement.
- Foundation earthing interfaces.
- Verify construction activities against approved IFC drawings and project specifications.
- Raise and follow up Inspection Requests (IRs) with the Client/Consultant.
2. Foundation Quality Control
- Ensure OHTL tower foundations are constructed according to approved structural and civil drawings.
- Verify foundation dimensions, levels, alignment, orientation, and location.
- Check reinforcement installation before concrete casting.
- Verify correct positioning and elevation of tower stubs, anchor bolts, templates, and embedded items.
- Ensure concrete mix design is approved prior to use.
- Witness concrete testing and sampling activities.
- Monitor concrete pouring, vibration, curing, and finishing.
- Review concrete test results and ensure compliance with project requirements.
- Monitor foundation excavation and backfilling activities.
- Ensure deficiencies are identified and corrected before proceeding to subsequent activities.
3. Material Inspection & Testing
- Inspect and verify incoming civil construction materials.
- Review material certificates, mill certificates, test reports, and approved material submittals.
- Ensure reinforcement steel complies with approved specifications and applicable standards.
- Verify cement, aggregates, admixtures, concrete, grout, and other construction materials.
- Coordinate with approved laboratories for required testing.
- Review and verify laboratory test results.
- Ensure only approved materials are released for construction.
4. Inspection & Test Plans
- Review and implement Civil ITPs for OHTL foundation works.
- Ensure all Hold Points, Witness Points, and Review Points are properly controlled.
- Coordinate inspection activities with Construction, Engineering, Client, and Consultant teams.
- Ensure inspection records and supporting documentation are completed and properly maintained.
- Monitor compliance with approved Method Statements and Quality Control Checklists.
5. Non-Conformance Management
- Identify quality deviations and non-conforming civil works.
- Prepare and issue Non-Conformance Reports (NCRs) when required.
- Investigate the root cause of quality issues.
- Coordinate corrective and preventive actions with the Construction and Engineering teams.
- Follow up NCR closure and verify the effectiveness of corrective actions.
- Monitor and reduce repeated quality issues and construction rework.
6. Subcontractor Quality Management
- Monitor the performance of civil subcontractors involved in OHTL construction.
- Review subcontractor Quality Plans, ITPs, Method Statements, and inspection checklists.
- Conduct regular inspections of subcontractor activities.
- Ensure subcontractors comply with approved drawings, specifications, and project quality requirements.
- Monitor subcontractor testing and inspection activities.
- Follow up subcontractor NCRs, observations, and punch-list items.
7. Quality Audits
- Participate in internal and external quality audits.
- Support Client, Consultant, and third-party audits.
- Conduct quality surveillance of civil construction activities.
- Identify areas of non-compliance and recommend corrective actions.
- Ensure compliance with the Companys Quality Management System and ISO 9001 requirements.
8. Documentation & Quality Records
- Prepare and maintain civil inspection records and quality documentation.
- Review Inspection Requests, checklists, test reports, and material inspection records.
- Maintain records of concrete tests, reinforcement inspections, excavation inspections, and foundation approvals.
- Ensure proper documentation of approved and rejected inspections.
- Support preparation of the project Final Quality Dossier / Civil Quality Dossier.
- Ensure all required quality documents are properly indexed and traceable.
9. Coordination & Reporting
- Coordinate with Civil Construction, Survey, Engineering, Planning, HSE, Procurement, and Project Management teams.
- Coordinate daily inspection activities with the Client and Consultant.
- Attend quality and construction coordination meetings.
- Prepare daily, weekly, and monthly quality reports.
- Monitor quality KPIs and inspection status.
- Provide technical advice to construction teams regarding civil quality requirements.
Qualifications
- Bachelors Degree in Civil Engineering.
- Professional certification in Quality Management / QA-QC is preferred.
- ISO 9001 Internal Auditor or Lead Auditor certification is an advantage.
- Additional certification in concrete/material testing or quality inspection is preferred.
Experience
- Minimum 8–10 years of relevant experience in Civil Quality Control / QA-QC.
- Minimum 5 years of experience in OHTL / Transmission Line projects.
- Experience in 132 kV, 220 kV, 400 kV or higher-voltage OHTL projects is preferred.
- Strong experience in tower foundation and civil construction quality control.
- Experience working with EPC contractors, Consultants, and Clients.
- Experience in managing and monitoring civil subcontractors.
- UAE/GCC project experience is preferred.
Requirements:
