Job summary

Target Engineering Construction Co LLC seeks an experienced QC Engineer (Electrical & Instrumentation) to lead quality activities on Oil & Gas EPC projects. You will verify installation, testing, and commissioning against IEC/IEEE/ NEC and client specs, supervise QC inspectors, review ITPs, and drive NCR closure with CAPA across multidisciplinary teams.

QC Engineer (Electrical and Instrumentation)

We are seeking an experienced Electrical & Instrumentation (E&I) QC Engineer to join our Oil & Gas EPC project team. The successful candidate will be responsible for ensuring that all Electrical & Instrumentation construction, installation, testing, and commissioning activities comply with project specifications, international standards, client requirements, and approved quality procedures.

This is an excellent opportunity for a quality-focused professional who possesses strong technical expertise in E&I systems and a proven track record delivering large-scale Oil & Gas, Petrochemical, Power, or Industrial projects.

YOUR ROLE

As QC Engineer (Electrical and Instrumentation), you will be responsible in the performance of the following but not limited to duties and responsibilities;

Quality Planning & Documentation

• Review project specifications, quality plans, Inspection & Test Plans (ITPs), method statements, and vendor documentation.
• Develop and maintain project-specific QC procedures and inspection plans for E&I activities.
• Prepare inspection checklists, quality records, and inspection formats.
• Ensure compliance with applicable international standards including IEC, IEEE, NEC, ISA, API, and ATEX/IECEx requirements.
• Lead and perform inspections for:
• Cable tray installation
• Cable pulling, glanding, and termination
• MCCs, switchgear, and electrical panel installations
• Instrument installation and hook-up works
• Grounding, bonding, and earthing systems
• Instrument calibration and testing
• Loop checks and functional testing
• Electrical testing such as IR, continuity, and Hi-Pot tests
• Coordinate submission of Inspection Requests (IRs) and ensure inspection readiness.
• Review and monitor FAT, SAT, testing, and commissioning reports.
• Verify compliance with approved drawings, specifications, and quality requirements.

NCR & Punch List Management

• Raise and manage Non-Conformance Reports (NCRs).
• Conduct root cause analysis and implement corrective and preventive actions (CAPA).
• Verify and monitor construction and commissioning punch items through to closure.
• Coordinate with multidisciplinary teams to resolve quality issues efficiently.

Material Quality Control

• Inspect incoming electrical and instrumentation materials, equipment, cables, and instruments.
• Verify Material Test Certificates (MTCs) and manufacturer documentation.
• Ensure calibration certificates are valid and traceable.
• Monitor proper storage and preservation requirements.

Stakeholder Coordination

• Interface with construction, commissioning, planning, and HSE teams.
• Attend client, PMC, subcontractor, and internal quality meetings.
• Coordinate third-party inspections and quality audits.
• Serve as the focal point for E&I quality-related matters.

Documentation & Reporting

• Maintain inspection records, quality dossiers, and test reports.
• Prepare quality metrics, trend analyses, and management reports.
• Ensure documentation completeness for Mechanical Completion (MC), Ready for Commissioning (RFC), and final project handover.
• Maintain traceability and as-built quality records.

Leadership & Technical Support

• Supervise QC Inspectors and technical teams during inspections.
• Provide training and guidance on quality requirements and industry standards.
• Mentor junior engineers and support continuous improvement initiatives.

WHAT WE’RE LOOKING FOR

Experience

• Minimum 6-8 years of QA/QC experience in Electrical & Instrumentation construction within: Oil & Gas, Petrochemical, Power Generation, Industrial Projects
• Minimum 2-4 years of experience in a QC Engineer role.
• EPC/EPCM project experience is highly preferred.

Education and Certifications

• Bachelor's Degree in Electrical Engineering, Instrumentation Engineering, Electronics Engineering, or related discipline.
• Diploma holders with significant relevant experience will also be considered.
