Key Responsibilities
- Lead the QA-QC function across the PMC program and provide strategic direction for quality assurance and quality control activities.
- Define and monitor quality-related requirements from bids, contracts, employer obligations, PMC responsibilities, and statutory requirements.
- Establish a deliverables and requirements schedule to track quality obligations across the program.
- Promote quality as a core project value and act as a visible quality leader across the program.
- Establish and review the PMC QA organizational structure to meet project scope, resource, and delivery needs.
- Develop and maintain the RACI matrix for the QA-QC function to clarify roles, responsibilities, authority, and accountability.
- Support program leadership in defining risk profiles and capturing quality-related risks across planned and active works.
- Review legislative and statutory requirements regularly to identify applicable quality obligations and program impact.
- Oversee the preparation, approval, deployment, and continual review of QMS documentation, including quality manuals, plans, processes, guidance, and templates.
- Ensure awareness and training activities are delivered so staff understand and can access technical quality documentation.
- Support other project functions in developing protocols and plans that embed quality requirements and best practice systems.
- Drive lessons learned, project completion reviews, and continual improvement initiatives across PMC staff, consultants, contractors, and field teams.
- Support rewards and recognition activities that encourage quality-focused behavior and best practice adoption.
- Contribute to digital innovation strategies that improve quality efficiency, reporting, inspection control, and program transparency.
- Establish and implement an internal and external audit strategy covering first-party and second-party audits.
- Coordinate audit planning with the client, consultants, contractors, and relevant program stakeholders.
- Shadow selected consultant-led and contractor-led audits to confirm effectiveness and consistency.
- Manage audit records, reports, findings, corrective actions, and timely closure of audit issues.
- Undertake planned project and program quality inspections according to QMS requirements.
- Work with program leadership on start-up reviews, handover reviews, and compliance checks for time-critical processes.
- Support quality walks with project leadership to strengthen site awareness, inspection discipline, and quality visibility.
- Coordinate with Parsons EMEA Sector Quality Lead for ISO or external certification-related visits and program readiness.
- Support client feedback interviews and ensure performance feedback is captured, reviewed, and acted upon.
- Oversee effective quality control processes, inspection regimes, testing plans, and surveillance activities to verify work quality, function, and reliability.
- Confirm that materials and works inspection processes are actively used to monitor statutory requirements, design intent, and specification compliance.
- Ensure non-conformance processes are applied where work does not meet required standards.
- Monitor regular site and off-site inspections and ensure findings are recorded, issued, and closed within agreed timelines.
- Review contractor quality control documentation, including quality control plans, inspection and test plans, inspection templates, and release schedules.
- Support construction readiness reviews and work start notifications with field teams.
- Establish, support, and maintain program-wide defects management systems for field project teams.
- Oversee project-specific defect tracking using OpenSpace and ensure relevant training is provided.
- Support handover and close-out activities by reviewing documentation, planning records, quality files, and archive readiness.
- Establish a quality reporting strategy aligned with PMO and client requirements.
- Define quality KPIs, performance measures, lead indicators, and lag indicators with program leadership and client teams.
- Ensure quality data is accessible, valid, and collected through efficient systems that reduce unnecessary administration.
- Oversee the preparation, issue, and presentation of program quality reports, including KPI trends and contractor performance analysis.
- Review consultant and contractor quality reports and attend relevant coordination meetings.
- Monitor performance against program quality objectives and highlight trends, risks, breaches, and improvement areas to leadership.
- Support and approve management review presentations and supporting quality documentation.
- Ensure management review recommendations are issued, assigned, tracked, and closed by responsible parties.
- Escalate management failings, potential quality breaches, or significant compliance risks to project and program leadership.
- Maintain regular contact with project leadership, operational teams, and functional leads to review key quality issues and improvement opportunities.
- Support procurement in prequalification and onboarding of contractors, sub-consultants, and inspection agencies.
- Help define quality requirements in consultant and contractor contractual documentation.
- Confirm EDMS deployment aligns with project and program requirements.
- Support RFP clarifications, supply chain quality reporting, and improvement actions.
- Recruit and manage QA-QC staff according to approved job descriptions, organization plans, mentoring needs, and succession planning.
- Maintain the QA-QC section of the training matrix and ensure quality training content meets project competence needs.
- Deliver onboarding, induction, quality awareness, quality moments, and technical spotlights for relevant teams.
- Work with subject matter experts to identify and deliver quality-related technical training opportunities.
- Participate in quality networking and professional development opportunities when approved by project leadership.
Ideal Profile
- Bachelor's degree in Engineering, Business, Quality, or a related discipline.
- Minimum 10 years of related quality experience, including at least 5 years in a management capacity and aviation projects.
- Lead Auditor certification in ISO 9001 or equivalent is required.
- ASQ certification such as CMQ or CQE, or other related quality certifications, will be an advantage.
- Active membership in a recognized quality organization such as ASQ or CQI is preferred.
- Professional Engineer registration is preferred.
- Additional certifications such as Building Inspector, NQA-1, NDT, Welding Inspector, or DOT-related certifications may be considered valuable.
- Working knowledge of more than one industry area such as infrastructure, government, aviation, process, or transportation.
- Strong knowledge of quality management practices, quality processes, current quality technology, and project compliance frameworks.
- Thorough experience directing and implementing Quality Management Systems and standards aligned with ISO 9000, ASME, ANSI, ASTM, and similar organizations.
- Strong ability to communicate clearly, conduct management presentations, and interface with diverse technical and leadership teams.
- Ability to analyze situations in business terms, including ROI, cost per unit, performance trends, and operational impact.
- Strong interpersonal skills with the ability to work tactfully and effectively with other departments.
- Excellent leadership, supervisory, written communication, verbal communication, analytical, problem-solving, and risk assessment skills.
- Confident public presentation ability for management reviews, client meetings, quality briefings, and project updates.
- Advanced knowledge of Microsoft Office products and related reporting tools.
- Ability to work closely with project and program leadership under demanding deadlines.
