Job Purpose
The purpose of this position is to maintain the required documents to issue LPO, GRN, process invoices, and oversee the overall document process.
Responsibilities and Duties
- Process purchase requisitions and orders within purchasing authority.
- Invite, assess, and award/recommend supplier tenders, bids, quotations, and proposals.
- Establish and negotiate contract terms and conditions; maintain supplier relationships.
- Prepare and maintain purchasing records, reports, and price lists.
- Work with internal and external stakeholders to determine procurement needs, quality, and delivery requirements.
- Assist in developing specifications for equipment, materials, and services to be purchased.
- Administer contract performance, including delivery, receipt, warranty, damages, and insurance.
- Reconcile or resolve value discrepancies.
- Comply with and maintain knowledge of applicable rules, legislation, regulations, standards, and best practices.
- Address staffing resource needs and supervise purchasing clerks.
- Develop and maintain constructive and cooperative working relationships with colleagues and management.
- Maintain a bidders list, vendors file, and other records necessary for efficient purchasing operations.
- Supervise inspections of all supplies, services, and equipment purchased to ensure conformance with specifications.
- Stay informed of current developments in purchasing prices, market conditions, and new products.

Knowledge, Skills, and Competencies:
- Excellent communication, leadership, and presentation skills.
- Certified professional purchaser accreditation or a business degree with several years of experience in a public procurement environment.
- Maintain confidentiality of purchasing and financial information.
- Ensure compliance with standard practices, regulations, and statutes.
- Proficiency in computer usage and procurement-related software.
- Knowledge of filing systems and record-keeping.
Educational Profile and Experience
Minimum intermediate standard education required.
