The role requires 7+ years in procurement, strong knowledge of Dubai government procurement regulations, and proven leadership. You will drive policies, budget collaboration, and performance reporting to ensure efficiency and future-readiness.

Qualifications

• Bachelor's degree in Business Administration, Procurement / Supply Chain, or Contract Management
• Minimum 7+ years of relevant experience
• Strong knowledge of government procurement regulations (Dubai Law)
• Proven experience in procurement planning, tendering, and supplier management
• Strategic thinking and leadership skills
• Strong analytical and reporting skills

Responsibilities

• Lead and oversee procurement activities ensuring efficiency, compliance and transparency
• Develop and implement the annual procurement plan in alignment with organizational needs
• Oversee tenders, direct purchasing, and RFQs while ensuring regulatory compliance
• Review bids, manage tender awarding processes and adhere to procedures
• Manage supplier relationships and database; participate in supplier evaluation
• Support negotiation to secure best commercial terms
• Develop and update procurement policies and procedures; monitor performance and reports
• Lead the procurement team; set objectives and monitor performance
• Identify training needs and support employee development
• Contribute to innovation and future-readiness projects
• Assist in budget preparation with Finance; monitor budget variances
• Prepare periodic performance reports and improvement recommendations
