Qualifications

Job description

The Department of Culture and Tourism Abu Dhabi is seeking to appoint a Projects Manager to be part of the Project Management and Engineering Department, managing the delivery of different cultural, touristic and modern and traditional heritage projects and initiatives across the Emirate of Abu Dhabi, under Capital Projects.

The Projects Manager will lead the project team throughout the projects’ lifecycle, from inception to handover, ensuring compliance with DCT’s standards, processes, guidelines and reporting requirements. This role requires a strategic thinker with a proven track record of delivering large scale projects on time, within budget, and to the highest standards of quality.

The appointed candidate will report to the Senior Projects Manager.

ACCOUNTABILITIES
Key Accountabilities
Design and Construction Management
  • Manage DCT’s capital projects and ensure consultants and contractors deliver services within the scope of work.
  • Ensure compliance with DCT’s internal processes and procedures.
  • Oversee and drive the design development and approvals process through close coordination with the responsible consultants, technical teams and stakeholders.
  • Review design proposals and modifications to ensure all design elements align with the project brief, scope of work and the end user requirements.
  • Monitor design and construction progress against approved documentation and execution plans, including compliance with design and specifications, quality control, HSE, codes, industry standards and best practices.
  • Monitor the performance of consultants, contractors and subcontractors, during the design and construction phase to ensure that the quality of work meets the project’s requirements .
  • Conduct site visits and attend site meetings to monitor the progress and the proper completion of site activities.
  • Act as the primary point of contact and facilitate communication with project stakeholders.
  • Manage the implementation of quality control and quality assurance programs in compliance with DCT’s requirements and contract conditions.
  • Assist in the review of all variation orders and their accuracy and assess impact on overall project plan and budget before the commercial team conducts their investigation.
  • Assist in developing risk mitigation plans and corrective actions to protect the interests of DCT.
  • Manage projects close out and hand over to ensure successful project completion and proper handover.
Reporting and Documentation
  • Prepare and present regular project status reports and presentations to line manager, department director, DCTs management and external stakeholders.
  • Maintain comprehensive project documentation, including contracts, change orders, and meeting minutes.
  • Ensure all projects data is accurately recorded and easily accessible, in line with DCT’s procedures and requirements.
Policies, Processes and Procedures
  • Insure the implementation of all internal policies, processes and procedures pertaining to Project Management and Engineering Department particularly, and DCT in general.
  • Collaborate with internal and external stakeholders especially with colleagues in the Project Management and Engineering Department on matters related to Design, construction and Quality Control & Assurance to facilitate flow of information and ensure seamless execution of contracts/scope of work.

QUALIFICATIONS, EXPERIENCE, COMPETENCIES
Qualification (e.g. Academic Qualification, Certifications, Licenses)
  • Education: Bachelor’s degree in engineering, Architecture, Project Management, or a related field is required. Master’s degree is preferred.
  • Certification in Project Management Professional (PMP) is preferred.
  • Proficient in English. Proficiency in Arabic is an added value.
  • Proficient in Microsoft Office including Excel and PowerPoint.
  • Strong communication and presentation skills, including the preparation of reports and presentations to senior management.
  • Knowledge of design and construction local and international best practices.
  • Solid understanding of local regulations and requirements.
  • Ability to work under pressure and handle challenging situations
Experience
  • Minimum 10 years of experience in Project Management, preferably with large scale developments, 5 years of which in managerial position
  • Strong expertise in managing large size projects within real estate development or contracting company.
  • Proven experience in stakeholders’ management and strategic planning.
  • Previous proven experience working on the conservation and preservation of historic buildings is required.
