ISP Project Quantity Surveyor Role Profile

Purpose of Role

The Project Quantity Surveyor (PQS) will be responsible for overseeing pre- and post-contract cost and project management services, ensuring financial control, and managing procurement strategies. This role will work closely with consultants, contractors, and internal stakeholders to ensure the successful completion of projects while adhering to budget and contractual obligations.

ISP Key Responsibilities

  1. Delivering pre- and post-contract cost and project management services.
  2. Ensuring high-quality services and that project management deliverables meet ISP requirements.
  3. Maintaining effective communication to ensure all information is available for the successful completion of projects; liaising with other managers to ensure efficient financial control.
  4. Reviewing and monitoring consultants and contractors across all projects, working closely with and reporting to the Head of Projects.
  5. Preparing and implementing procurement strategies.
  6. Timely appointment of supply chain partners through competitive RFP processes, monitoring contractors & consultants, providing regular reports, contract administration, commercial management (timely issuance & approval of payment certificates, variations, claims, contractual notifications, final account, closeout), school visits, and liaising with ISP and School SLT for their inputs.
  7. Managing the tender process along with the cost consultants.
  8. Evaluating and reporting on tenders.
  9. Valuing completed work and arranging payments.
  10. Managing claims, variations, and disputes to ensure contractual compliance.
  11. Collaborating with project managers, architects, and design teams to ensure cost-effective solutions.
  12. Producing and presenting internal weekly/monthly reports.

Skills, Qualifications, and Experience

Experience, Knowledge, and Key Skills

  • 5+ years post-graduate demonstrable experience in cost management / quantity surveying (preferably in UAE).
  • Sound knowledge and practical experience of cost estimating and planning.
  • Clear and effective communication skills - both oral and written.
  • Ability to absorb complex information and assess requirements readily.
  • Proficiency in MS Office, PowerBi, or other dashboard preparation tools.
  • Ability to work as part of a team.

Qualifications

  • Degree in Civil Engineering, Quantity Surveying, Construction Management, or related field.
  • MRICS status or working towards chartered status.
  • Fluent native-level English written and oral skills.
