Blue Ocean Corporation in Dubai seeks a seasoned Project Manager/Business Analyst to oversee the full project lifecycle from initiation to post-delivery support. You will define scope, timelines, and resource needs in collaboration with stakeholders and translate requirements into BRDs/FRDs and user stories.

Candidate will lead cross-functional teams in Agile environments, manage backlogs, and ensure on-time delivery.

Qualifications

• Bachelor's degree in Computer Science, Information Technology, Engineering, Business Administration, or a related field.
• Minimum 8 years of relevant experience as a Project Manager and/or Business Analyst in a technology-driven environment.
• Proven experience in managing end-to-end technology projects, including requirement gathering, planning, execution, and delivery.
• Strong understanding and practical experience in Agile and Scrum methodologies.
• Proficiency in SQL and Microsoft Excel for data analysis, reporting, and data validation.
• Working knowledge of APIs, databases, system architecture, and application integrations.
• Hands-on experience with JIRA, Confluence, or similar project management tools.
• Experience in preparing BRDs, FRDs, functional specifications, user stories, and process documentation.

Job Description

Oversee the complete project lifecycle, from project initiation, requirement gathering, gap analysis, and feasibility assessment to planning, execution, implementation, and post-delivery support.

Define project scope, objectives, deliverables, timelines, milestones, and resource requirements in coordination with relevant stakeholders.

Conduct detailed discussions with business stakeholders to understand operational requirements, business challenges, and project expectations.

Gather, analyze, document, and translate business requirements into functional specifications, Business Requirement Documents (BRDs), Functional Requirement Documents (FRDs), and user stories.

Work closely with development and technical teams to ensure business requirements are clearly understood and translated into effective technical solutions.

Analyze existing business processes and workflows to identify gaps, inefficiencies, and opportunities for process improvement, automation, and optimization.

Recommend and implement process reengineering initiatives to improve operational efficiency and align business processes with organizational objectives.

Lead project execution using Agile/Scrum methodologies, including sprint planning, daily stand-up meetings, sprint reviews, and retrospectives.

Manage and prioritize project backlogs, features, and requirements based on business value, urgency, and technical feasibility using frameworks such as RICE, MoSCoW, and Kano.

Coordinate with developers, technical architects, QA teams, and other stakeholders to facilitate project implementation and resolve technical or functional dependencies.

Maintain a working understanding of APIs, databases, system architecture, and third-party integrations to facilitate effective communication between business and technical teams.

Coordinate system integration activities and ensure seamless functionality and communication between different applications and platforms.

Conduct data analysis using SQL and Microsoft Excel to extract, validate, interpret, and analyze data for business decision-making and project performance monitoring.

Develop project dashboards, progress reports, and performance tracking mechanisms to provide management with visibility into project status, risks, and deliverables.

Create wireframes, mockups, workflow diagrams, process maps, and other visual documentation to communicate business requirements and proposed solutions.

Utilize JIRA and other project management tools to manage project tasks, track progress, maintain backlogs, monitor deliverables, and generate reports.

Coordinate User Acceptance Testing (UAT), validate project deliverables against business requirements, identify functional gaps, and ensure issues are resolved before deployment.

Monitor project risks, issues, dependencies, and changes, ensuring appropriate mitigation plans and timely escalation wherever required.

Maintain comprehensive project documentation, including project plans, requirement specifications, meeting notes, change requests, and implementation reports.

Ensure projects are delivered within agreed timelines, budgets, scope, and quality standards while maintaining effective communication with all stakeholders.

Requirements

Excellent written and verbal communication skills, with the ability to collaborate effectively with technical and non-technical stakeholders.

Ability to manage multiple projects and priorities while ensuring timely execution and delivery.

Prior experience in the EdTech industry is highly preferred, particularly exposure to Learning Management Systems (LMS), digital learning platforms, student management systems, or education technology solutions.

Certifications such as PMP, PMI-ACP, Certified Scrum Master (CSM), or relevant Business Analysis certifications will be an added advantage.
