Responsibilities
- Pavement Condition Assessment
- Experience in evaluating pavement surface distress, roughness, and structural integrity using visual surveys or automated tools.
- Pavement Management Systems (PMS)
- Proficiency in using PMS software like MicroPAVER, or similar for data input, analysis, and decision-making.
- GIS and Mapping Tools
- Knowledge about Geographic Information Systems (GIS) for spatial data analysis and visualization of pavement performance data on networks level.
- ROW Assets Management
- Knowledge of infrastructure asset lifecycle, budgeting, and prioritization for maintenance and rehabilitation.
- Data Collection and Analysis
- Knowledge about LCMS, LiDAR Mobile Mapping System, GPR, Friction Tester and other pavement evaluation equipment. Competence in gathering, cleaning, and analyzing pavement condition data to support evidence-based decisions.
- Project Planning, Scheduling, Mitigation Measures and Risk Analysis
- Ability to develop maintenance strategies, cost estimates, and timelines for pavement improvement plans. Also, identifying Mitigation Measures and Risk Analysis

Qualifications
- Familiarity with ASTM, AASHTO, FHWA, or local pavement inspection and maintenance guidelines.
- Project Manager shall be required who will be well versed in maintenance and management of roads, bridges and infrastructure assets. He shall have proficiency in analysis and optimization of Road Assets Networks.
- The Project Manager shall be required to liaise with the Department at all stages of the project works. The Engineers approved by the Department only liaises with the Employer.
- Supervise and monitor the Automated Data Collection using Laser Crack Measurement System & Mobile Mapping LiDAR Scanners.
- Knowledge of Pavement Maintenance, Pavement Decision Trees, Deterioration Models, Asset Valuation
- Responsible for developing a comprehensive project plan that outlines the scope, budget, timeline, and resources required to complete the project successfully. The Project Manager shall be assisted by supporting staff that may include but not limited to a survey engineers, Pavement Specialist, GIS Specialists, GIS Technicians, Pavement Condition Inspectors, Data Processing Technicians/ Analysts and equipment support staff as required to produce quality deliverables in specified time. The input duration of these staff shall cover the total requirement of their Task periods, which shall be agreed with the Client. The staff once agreed shall not be removed from the project without prior approval of the Client.
- Follow up survey work, supervise on preparation of scope of work and time plan, supervise on operation, maintenance and calibration of equipment, supervise database quality control and uploading to database, trying to find out solutions for any problems facing the survey works, other tasks related to the nature of the required work.
- Minimum B.Sc. in Civil Engineering or relevant discipline.
