Job description

The Project HSE (Health, Safety & Environment) Manager will oversee all aspects of health, safety, and environmental management for offshore marine construction projects, with a primary focus on EPCI projects, specifically the Transport and Installation phases, in the oil and gas sector. The role involves ensuring compliance with Saudi Aramco safety regulations, promoting a safety culture across the project team, and managing HSE programs onboard marine construction vessels. The Project HSE Manager will work closely with project teams, contractors, and regulatory bodies to ensure a safe working environment and adherence to industry standards. Prior experience in the large EPCI HSE project management and approval from Saudi Aramco are essential for this role.

Job Responsibilities:

  • Lead the implementation of HSE policies and procedures across EPCI offshore projects.
  • Ensure compliance with local, international, and company-specific HSE regulations.
  • Develop, implement, and maintain HSE plans, risk assessments, and mitigation strategies.
  • Monitor and audit offshore marine construction activities to ensure adherence to safety protocols.
  • Conduct HSE training and onboard safety inductions for all personnel.
  • Lead incident investigations and ensure root cause analysis, corrective actions, and follow-up.
  • Interface with client HSE representatives, regulatory authorities, and Saudi Aramco HSE teams.
  • Oversee safety management systems onboard construction vessels.
  • Ensure continuous improvement of HSE performance through proactive risk management.
  • Prepare and submit HSE reports, statistics, and key performance indicators (KPIs) to project leadership.

Desired Candidate Profile

  • Bachelor’s Degree in Occupational Health & Safety, Environmental Science, Engineering, or arelated field (Master’s Degree preferred).
  • Certifications: NEBOSH International General Certificate or equivalent; IOSH membership or equivalent.
  • Offshore safety certifications, including BOSIET (Basic Offshore Safety Induction and Emergency Training).
  • Additional certifications such as ISO 45001 Lead Auditor, HAZID, HAZOP, PHSERR, and OPITOapproved training are a plus.
  • ADNOC HSE Approval: Must hold ADNOC HSE approval or have previously completed ADNOC
  • EPCI offshore project at management level.

Skills:

  • Industry Experience: Minimum of 8-10 years of HSE experience in the oil and gas construction sector, with at least 5 years in offshore marine construction.
  • EPCI Project Experience: Demonstrated experience managing HSE in EPCI (Engineering, Procurement, Construction, and Installation) projects.
  • Middle East Experience: Extensive experience in the Middle East, with a strong understanding of regional safety regulations and working conditions.
  • Marine Construction Knowledge: Strong understanding of marine construction vessels,
  • offshore lifting operations, heavy machinery, and marine environment hazards.
  • Risk Management: Ability to conduct risk assessments, implement safety management
  • systems, and oversee hazard identification and control processes.
