The Project Director – Building is responsible for leading and overseeing the end-to-end construction delivery of assigned building projects, ensuring that all works are executed safely, efficiently, and in accordance with approved designs, specifications, budgets, schedules, quality standards, and regulatory requirements.
The role is also accountable for construction-phase contract administration, claims and change control, consultant and contractor performance, statutory and service-authority approvals, testing and commissioning, and final handover and close-out.
Job Responsibilities:
- Direct and oversee all construction activities across assigned project sites to ensure delivery milestones are achieved.
- Ensure construction activities comply with approved drawings, specifications, and project objectives.
- Lead site teams in executing project plans, schedules, and delivery strategies established by Project Delivery management.
- Monitor daily site operations and implement corrective actions to address delays and operational challenges.
- Lead the assessment and management of variations, change orders, contractor and consultant claims, and commercial entitlements.
- Review extension-of-time, delay, disruption, prolongation, and acceleration submissions and provide evidence-based recommendations for approval, negotiation, or rejection.
- Protect the Company's contractual position through timely notices, contemporaneous records, impact assessments, negotiations, and proactive dispute-avoidance measures of quality management systems and adherence to project specifications.
- Lead inspections, testing activities, and defect management processes until final handover.
- Promote and enforce compliance with health, safety, and environmental standards across construction sites.
- Ensure all incidents, risks, and safety concerns are appropriately addressed and reported.
- Monitor project budgets, site expenditures, and resource utilization to support efficient project delivery.
- Review change requests, variations, and resource requirements for management approval.
- Coordinate with internal departments including Development, Commercial, Finance, Design, and Legal teams.
- Facilitate communication with external authorities, consultants, and utility providers.
- Identify project execution risks and implement mitigation plans to minimize operational impacts.
- Escalate critical issues and recommend solutions to the Chief Delivery Officer.
- Prepare and submit regular project status reports highlighting progress, risks, and key decisions.
- Provide site performance updates and recommendations to senior management.
- Administer construction and consultancy contracts in coordination with Commercial and Legal teams and in accordance with contract conditions, approved governance procedures, and the Delegation of Authority.
- Ensure timely management of contractual notices, instructions, correspondence, approvals, determinations, records, securities, bonds, warranties, insurances, and contractual time bars.
- Maintain complete and auditable project records to support payment, change control, claims assessment, dispute avoidance, and final account closure.
- Monitor and evaluate contractor and consultant performance against contractual obligations, programme commitments, staffing, deliverables, quality, HSE, responsiveness, and approved recovery plans.
- Direct corrective and recovery actions for underperformance and recommend formal remedy, escalation, replacement, or other contractual action where obligations are not achieved.
- Lead formal performance reviews and provide documented recommendations concerning continued or future engagement.
Educational & Experience Requirements:
- Bachelor's Degree in Civil Engineering, Construction Management, Architecture, or a related discipline.
- Master's Degree in Engineering, Construction Management, or Business Administration is preferred.
- Professional certifications such as PMP, CIOB, RICS, or equivalent are an advantage.
- Minimum 15-20 years of experience in construction and project delivery within the real estate development sector.
- Proven experience managing large-scale building projects from construction through handover.
- Strong knowledge of UAE construction regulations, permitting processes, and authority requirements.
- Demonstrable experience in contract administration, variations, claims, EOT assessment, dispute avoidance, UAE authority approvals, utility connections, testing and commissioning, and operational handover.
