Position Overview : Oversee end-to-end procurement management of spare parts in the Dubai Free Zone, covering the entire process from China to Dubai, including demand analysis, supplier management, contract negotiation, international transportation coordination, and customs clearance docking. Establish a dual-model procurement system of "direct procurement from China + free zone bonded warehousing" to achieve a parts availability rate of over 95% and control the inventory-to-sales ratio within 6.
Responsibilities:
- Procurement Model and Objective Management: Build a procurement-sales-inventory model, optimize procurement rhythms based on Middle Eastern market data, and ensure that the Dubai central warehouse’s order fulfillment rate ≥95%, emergency/VOR BO shortage 30-day fulfillment rate ≥95%, and inventory-to-sales ratio ≤6. Keep air freight and express procurement volume below 15%. Maintain real-time procurement master data in the order system according to headquarters’ data requirements.
- International Procurement Execution and Customs Clearance Coordination: Collaborate with China headquarters to prepare and submit emergency and regular parts purchase orders, and track order status in real time (e.g., production progress, shipping delay warnings). Work with warehousing and logistics teams to establish a "pre-audit mechanism for customs clearance documents," prepare compliance and customs clearance materials in advance, complete customs clearance and warehousing, and monitor 3PL customs clearance and warehousing timeliness.
- Shortage Management and Dealer Empowerment: Develop full-process BO shortage management standards (including liability determination, priority ranking), update ETA (estimated time of arrival) daily, and ensure a 100% shortage handling closure rate. Collaborate with headquarters to develop dealer N+3 order training courses, establish new model spare parts recommendation list standards, and formulate dealer inventory diagnosis standards and response plan standards (e.g., ABC classification analysis).
- Supply Chain Collaboration and Cost Control: Coordinate with headquarters and Dubai teams to develop procurement arrival exception claim processes (e.g., transportation damage, quality non-conformance). Work with finance to complete the full closed-loop management of procurement settlements (including invoice verification, payment, and exception handling).
Qualifications:
- Regional Experience: Bachelor’s degree or above, 2+ years of Middle Eastern automotive spare parts procurement experience (background in Mobis or Toyota procurement preferred).
- Language Skills: Proficient in English.
- Data Analysis: Proficient in building Excel procurement models (including inventory simulation).
