We are currently offering an opportunity within SPIE Oil & Gas Services Middle East LLC for a:
Procurement OfficerYour main duties will include:
Operational Procurement & Logistics:• Prepare and issue RFQs (Request for Quotations) to approved vendors based on project needs.
• Evaluate supplier quotations, ensuring compliance with technical and commercial requirements.
• Assist in bid tabulations and participate in supplier selection with Project teams.
• Raise purchase orders (POs), ensuring accuracy and timely approvals.
• Manage international freight forwarding from supplier premises to site.
• Monitor and report on material status from RFQ issuance to final delivery at the site.
Vendor Management & Coordination:• Liaise with vendors to ensure timely submission of documents such as datasheets, drawings, and inspection plans.
• Monitor supplier performance and escalate issues affecting project timelines.
• Maintain the approved vendor list (AVL) and support vendor qualification processes.
Compliance & Documentation:• Conduct procurement activities in accordance with company policies and contractual requirements.
• Maintain procurement logs and reports for internal tracking.
• Ensure complete procurement documentation for project close-out and handover.
Cross-functional Support:• Collaborate with Project management and Logistics teams to ensure seamless delivery and documentation.
• Support technical compliance reviews with engineering teams.
• Participate in pre-bid and clarification meetings for tenders and pre-sales phases, as needed.
**Preferred Attributes:**
• Experience with EPC contractors in the Middle East.
• Understanding of Mechanical and E&I materials; knowledge of commissioning equipment & tools is a plus.
• Exposure to pre-sales or tender support.
• Knowledge of sourcing and freight forwarding practices locally and internationally.
ProfileIdeally, you will have a Bachelor's degree in Procurement, Engineering, or Supply Chain with 3-5 years of procurement experience in the oil & gas sector, preferably in the Middle East.
• Strong understanding of procurement & freight forwarding cycles, Incoterms, and contracts.
• Familiarity with technical specifications is advantageous.
• Proficiency in MS Office and ERP systems; IFS experience is a plus.
• Good communication and negotiation skills.
• Ability to work in a fast-paced, multi-project environment.
