A leading organization in marine solutions is seeking a Procurement Officer based in Dubai, responsible for managing procurement activities related to dry docking. Job Description

Based in Dubai and reporting to the Assistant Procurement Manager - Dry Docking, the Procurement Officer supports the dry-docking procurement activities by executing purchase orders, coordinating with suppliers and internal stakeholders, maintaining accurate procurement records, and ensuring timely and cost-effective delivery of materials and services. The role assists in vendor sourcing, quotation comparison, logistics coordination, and compliance with procurement procedures and documentation standards.

KEY ACCOUNTABILITIES

PROCUREMENT

1. Procurement Planning Support
  • Coordinate with the Technical Team and Assistant Procurement Manager to understand the annual dry-docking schedule.
  • Identify the dry dock / capex related requisition and service orders.
  • Review purchase requests and technical specifications to understand the requirement.
  • Prepare the RFQ's based on the requirement.
  • Development and updating of procurement plans, timelines based on the quotation received.

2. Purchase Order Management
  • Process purchase requisitions and raise purchase orders in the ORACLE fusion & NS5 system.
  • Send RFQs (Request for Quotation) and follow up with vendors to collect competitive bids.
  • Support in the evaluation and comparison of quotations based on pricing, lead time, and technical compliance.
  • Track and monitor PO status, shipping, and delivery schedules to ensure on-time receipt of materials.
  • Plan and execute procurement within dry docking budget limits; highlight potential cost overruns with justifications.
  • Facilitate emergency procurement requirements during live dry-docking activities by coordinating with vendors and expediting delivery.
  • Maintain updated order trackers and procurement logs.

3. Delivery & Invoice Coordination
  • Coordinate with vendors and logistics providers to ensure smooth delivery to shipyards or storage locations.
  • Monitor the receipt of goods and services and follow up with key contacts where required
  • Collaborate with the finance team to ensure timely and accurate invoice processing and payments.

4. Reporting & Record-Keeping
  • Maintain accurate procurement records, including POs, quotations, contracts, and correspondence.
  • Prepare regular reports on PO status, vendor performance, cost analysis, and procurement progress and report to line manager.
  • Support the Assistant Procurement Manager in post-docking cost reviews and savings identification.

5. Compliance and Process Improvement
  • Follow company procurement policies and procedures.
  • Ensure documentation compliance for audit and reporting purposes.

6. Internal and External Collaboration
  • Communicate regularly with Technical Superintendents, stores, finance, and logistics teams for smooth procurement execution.
  • Build and maintain cooperative relationships with key suppliers to ensure service continuity and performance.

SELECTION CRITERIA

Minimum Qualifications and Experience:
  • Graduate or bachelor's degree in engineering, Marine or Maritime Studies, preferably with an Engineering Mechanical discipline.
  • A minimum of 5- years of similar experience in Procurement with mid to large size organization (preferable with organization in shipping industry/vessel operation).
  • Minimum experience of 2 years in managing dry docking related procurement of vessels.
  • Strong understanding of dry-docking procedures and associated material requirements.
  • Knowledge of clearing and forwarding, a thorough knowledge of the procedures and policy, good judgment, negotiation & analytical skills.
  • Tertiary qualifications in procurement or a related discipline is preferable.
  • Proficiency in Microsoft Office and purchasing applications. Experience with NS5 and Oracle Fusion would be an advantage. Experience working in a fast-paced environment meeting deadline.
