Overview

1. Job Title: Purchase Manager

Department: Procurement

Reports To: CEO (TEIF)

Location: UAE

Experience: Minimum 20 years in the UAE (Engineering/Construction/Oil & Gas Sector)

Responsibilities
  • Lead strategic procurement planning and execution for large-scale industrial projects. • Manage vendor evaluation, selection, and relationship development with global suppliers. • Source competent subcontractors (NDT, Equipment rentals, etc) and manpower supply companies for top up manpower during project peak. • Negotiate contracts with suppliers of raw materials (steel, valves, pipes, fittings), Fabrication and HSE consumables (Welding consumables, Argon gas, PPE, etc) • Implement and manage cost-effective purchasing strategies aligned with project budgets and schedules. • Lead a team of purchase officers & coordinators • Ensure compliance with internal quality standards and project specifications (e.g., ASME B31.3, AWS D1.1, or applicable equivalent standards). • Supervise contract negotiations, monitor supplier performance, and resolve disputes. • Collaborate closely with Engineering, Operations, QA/QC, and Project teams to ensure procurement aligns with technical requirements. • Maintain comprehensive documentation and audit trails in ERP systems.

  • Vendor on-time delivery compliance: ≥ 95% • ERP procurement cycle compliance: 100% • Cost Reduction – Achieve 10% savings annually through strategic sourcing, bulk procurement & negotiations. • Supplier Performance – Maintain 95%+ on-time delivery with zero quality defects. • Procurement Efficiency – Reduce lead time by 20% via ERP automation.
Minimum Qualifications

Minimum Qualifications – Bachelor’s Degree in Engineering, Supply Chain, or Business Administration • Certified Procurement Professional (CIPS, CSCP, CPSM, or equivalent) preferred

Minimum Experience
  • 20 years in procurement with at least 15 in UAE • Experience in Oil & Gas EPC projects and module fabrication
