Procurement Manager

We are looking for a Procurement Manager to lead our procurement department and ensure that all materials and works are sourced from the most competitive and compliant vendors, both locally and internationally. The role is key to maintaining alignment with technical specifications, project timelines, and cost-efficiency goals.

Responsibilities:

• Manage all procurement and contracting activities including vendor pre-qualification, tendering, negotiation, and contract preparation.
• Ensure full adherence to Procurement Policies and Procedures, maintaining integrity throughout the process.
• Build and maintain strong working relationships with all departments to support effective purchasing.
• Supervise and motivate the Procurement team, taking necessary personnel actions as required.
• Identify and source the most competitive vendors, locally and overseas, based on price, quality, timelines, and payment terms.
• Maintain an up-to-date vendor databank and ensure information is readily available to management.
• Seek and propose alternative materials or contracts that meet specifications at lower cost, while avoiding vendor monopolies.
• Provide current market rates for materials to support pricing and costing activities.
• Ensure adherence to QA/QC procedures during the procurement process.
• Support audits by providing timely and accurate procurement documentation.
• Generate procurement reports and ensure all activities are carried out efficiently and professionally.
• Collaborate with suppliers to streamline key processes and drive cost-efficiency.
• As needed, manage or support the preparation and issuance of purchase requests and orders.

Qualifications:

• University degree in BSc (Quantity Surveyor), BE (Civil), or a related discipline.
• Minimum 10 years of procurement experience, including 5 years in a managerial or supervisory role (preferably in Land Development).
• Strong knowledge of procurement practices and contract management within the UAE.
• Familiarity with import regulations and international sourcing.
• In-depth understanding of the UAE market for consultants, contractors, and suppliers.
