Job description

The Procurement Manager is required to assist and support the Head of the Procurement Department and to coordinate and interface within the department and other departments to ensure smooth workflow. They will work closely with the Logistics department to ensure the smooth process of outward shipments, generate and issue Purchase Orders (PO), and follow up on payments with the Finance Department.

Responsibilities:

1. Provide expertise as required by the projects and proposal department in preparing Telecom & Security solutions using cost-effective and quality products that meet end users' technical requirements.
2. Plan procurement strategies for awarded projects as well as ongoing bidding projects.
3. Direct the operations of the Procurement Department and oversee tasks assigned to department heads.
4. Oversee day-to-day activities and monitor the operations of the Procurement Department.
5. Monitor and control negotiations conducted by department heads to ensure the best margins, credit terms, and timely delivery of goods.
6. Authorize approvals for Purchase Orders to suppliers.
7. Plan and manage procurement to ensure the timely delivery of integrated systems that meet customer requirements and achieve full satisfaction after conducting Factory Acceptance Tests (FAT).
8. Expand the company’s approved vendors database and source new technology products worldwide applicable in the Oil & Gas Industry.

Qualifications and Experience:

1. Hold a Bachelor’s Degree in a related discipline.
2. Have at least 8 years of relevant experience in procurement functions.
3. Possess strong negotiation skills.
4. Be proactive with good interpersonal skills.
5. Be bilingual in English and Chinese to liaise effectively with associates and clients.
