Position Title: Principal Engineer - Commissioning (Mechanical)
Scope Of Responsibilities
Lead a team of commissioning engineers in carrying out Pre-Commissioning/Commissioning & Start-up activities. Provide necessary technical information for other disciplines during the project. Coordinate the work within the budgeted man hours and project schedule.
Primary Duties
- Identify requirements and scope of work, review specifications, drawings, and other documents of the project, and establish applicability to the scope of work.
- Carry out a detailed assessment of the commissioning work involved and assess available resources and potential constraints.
- Review contractual documents to identify project requirements, constraints, and risks.
- Provide inputs to commissioning proposals during the bidding stage.
- Inspect and ensure completion of construction activities prior to commissioning, and establish safety procedures.
- Ensure safety and precautionary procedures are followed during commissioning.
- Discuss and obtain approval for Pre-Commissioning, Commissioning, and Operations procedures from clients.
- Lead subcontractors for the safe execution of Pre-Commissioning / Commissioning activities, ensuring adherence to schedule.
- Manage risks as assigned, reviewing risks regularly with the commissioning manager, project management, and site management.
- Conduct regular risk assessments and meetings with clients on issues such as HSE.
- Monitor costs, control expenses, and report overruns to management.
- Maintain field presence to oversee quality and progress of work.
- Lead multidisciplinary commissioning & start-up teams for project execution.
- Address punch list items after site inspections.
- Coordinate with discipline engineers and supervisors to resolve project execution issues safely.
- Communicate regularly with subcontractor teams.
- Support and guide commissioning engineers on technical issues.
- Perform other duties as directed by the supervisor.
Mechanical-Specific Responsibilities
- Develop project-specific procedures, preservation & maintenance check sheets, matrices, and schedules.
- Identify and resolve technical problems related to rotating/static equipment, mechanical packages, and valves, coordinating with vendors as needed.
- Ensure preservation and maintenance of rotating equipment post-commissioning and start-up.
- Prepare RFQs, evaluate vendor bids, and analyze technical bids for specialist services.
- Assess requirements for special tools, temporary facilities, and equipment for pre-commissioning and commissioning.
- Participate in plant model reviews concerning accessibility and maintainability.
- Guide activities related to rotating equipment such as lube oil flushing, alignment, lubrication, vibration checks, and start-up.
- Supervise static equipment installation, ensuring compliance with drawings and specifications.
- Oversee activities like air blowing, flushing, leak testing, drying, and inerting of piping.
- Manage activities such as mechanical interlocks and pipeline pigging.
Bachelor's Degree in Engineering with experience in the Oil & Gas industry.
