Job Overview:
The Principal Commissioning Engineer reports to the Project Commissioning Manager and is responsible for the execution & completion of all activities required to hand over the Facilities to COMPANY. This includes, in particular, the Pre-commissioning and Commissioning of the Facilities and the handover of the final Documentation to COMPANY within the targets of HSES, Quality, Cost, and Schedule. This position is required to lead the onshore and offshore pre-commissioning & commissioning activities on an Offshore wind farm HV (420 kV) GIS substation project including converter transformers & cooling system, LV, UPS Auxiliary systems.
Essential Qualifications and Education:
Bachelor of Sciences, Bachelor of Electrical Engineering/Mechanical
Fluent in English
15 years of Experience in Projects in Oil and Gas Contracting business
12 years of Experience in Commissioning Business, particularly in HV Electrical substation projects.
Experience in Renewable projects, EHV Substations, Offshore Wind Farm projects.
Thorough understanding of the EPCI Project with good knowledge of Engineering and Construction activities
Scheduling knowledge.
Excellent commercial and technical acumen.
Strong communication and interpersonal skills.
Demonstrate capability to take full ownership and be accountable for the success of his role
Proactively identify concerns and issues ahead of time.
Knowledge of lessons learned, non-compliance reports, and root cause analysis reports.
Extremely strong time management and priority management skills.
Knowledge of Completions Management Systems (PIMS, ICAPS, Winpcs, Co Console)
Master's in electrical engineering/mechanical
PMP qualification
Key Tasks and Responsibilities:
The Principal Commissioning Engineer’s main responsibilities are:
Define the Pre-commissioning and Commissioning requirements and establish the associated procedures (including testing), plans, strategies to be implemented to satisfy these requirements.
Define the Pre-commissioning and Commissioning detailed schedule (Level 4)
Define the Commissioning / Performance Test Program
Develop and maintain the Pre-commissioning and Commissioning Database.
Supervise the activities of the Commissioning Subcontractor.
Provide to the Design Engineering Manager any Pre-commissioning and commissioning specific inputs required to be included in the Design of the Facilities.
Take ownership and manage the Risks and schedule associated with the completion activities.
Identify and progress external interfaces and link with the Interface Manager.
Define the manpower, equipment, and consumables requirements for the Pre-commissioning and Commissioning works.
Mobilize the required manpower and equipment for the Pre-commissioning and Commissioning works.
Manage the Pre-commissioning and Commissioning Teams across all Project worksites.
Ensure the proper delivery of the consumables required for the Pre-commissioning and Commissioning works.
Manage the Project Pre-commissioning and Commissioning activities.
Define the Vendors representative requirements and ensure proper mobilization of Vendors during the Topsides Pre-commissioning and Commissioning works.
Compile the final handover documentation.
Validate the order of Pre-commissioning and commissioning spare parts.
Ensure that a Permit to Work policy is in place and implemented.
Highlight to the commissioning manager any area of concern and work closely with internal stakeholders (FAB, Engg, QC) for internal interfaces.
Assist the Commissioning Manager during periodic meetings with COMPANY and participate in CONTRACTOR Management reviews.
Demonstrate visible leadership and commitment to excellent HSES performance. Provide expertise to safety deliverables reviews such as HAZID, SIMOPS, TRA, and JSA reviews.
