PRE-CONTRACT MANAGING QUANTITY SURVEYOR / ASSOCIATE / ASSOCIATE DIRECTOR (MRICS QUALIFIED) - DUBAI

INTRODUCTION :

UN!Q Project Solutions, a 10-year-old business' with circa 115+ staff across the UAE, KSA and India, is looking to strengthen its existing Cost Management team within the UAE, with an exciting opportunity for a talented professional (MRICS) able to lead / deliver our burgeoning "Pre-Contract" Cost Management, Quantity Surveying and Estimating teams services across a live portfolio of Residential, Hospitality, Leisure and Tourism, and Education developments and various other associated assets / offerings for our valued partners.

Reporting to the Managing Director, and in full coordination with other Associate Directors for "Pre-Contract", the selected candidate will be expected to deliver best-in-class service solutions to our existing partners' varied portfolios, for the "Pre-Contract" stages, with the ability to not only provide technical excellence and lead projects, but also an emphasis on the management of internal resources, external stakeholders and Profit and Loss for contracts, as necessary to ensure successful service delivery.

Whereby the chosen candidate will be responsible for managing a large Commercial team on significant secured commissions, ensuring best-in-class service solutions for Pre-Concept ROM preparation, Cost Plans and Estimates for Master Planning, Concept + Schematic Design Stages, Detailed Design Bills of Quantities + Pre-Tender Estimates, Value Engineering + Value Management, Commercial Tender Analysis + Recommendations, Contract Preparation etc. They will also effectively monitor, manage and present project commercial updates to relevant stakeholders, partners, or project delivery team members to ensure a fully coordinated, proactive and added-value delivery model is maintained throughout the project design lifecycle.

RESPONSIBILITIES :

As an Associate Director at UN!Q, you will play a pivotal role in ensuring the successful execution of our partners' projects. You will work closely with our Directors and Project Management teams to manage stakeholder relationships, while technically leading both individual projects and management of the wider Commercial team portfolio, by overseeing and ensuring QA / QC application through all "Pre-Contract" commercial delivery including, but not limited to Cost Planning, Tender Documentation, Tender Analysis etc. This is an excellent opportunity for an experienced Associate Director looking to grow their career in a dynamic PMC Business.

Day-to-day duties include, but are not limited to :

• Manage a team of 25+ Cost Managers / Quantity Surveyors for project delivery, QA / QC, resource allocations, training and development, profit and loss, etc.
• Attend all progress and relevant stakeholder meetings, making commercial representation
• Ensure Cost Plans and Reports are a true reflection of the commercial status of the project design, forecasting the cost for Tender
• Setting the Design to Budget parameters for the LDC to design to
• Determining area schedules in line with RICS guides, ensuring the developer achieves best efficiency and RIO
• Change Management through the design phase to determine the validity of variations against the Project Brief and determine and advise on any financial impact and mitigating measures, if any
• Manage significant Provisional Sum and Prime Cost packages, including any tendering and re-measurements
• Provide commercial updates on a consistent basis to various stakeholders about strategy, adjustments, and progress and ensure continuous engagement and communication until satisfactory project tender completion
• Advise and support on various Procurement routes best suited to Time, Cost, Quality drivers
• Manage contracts with suppliers and determine best-value solutions
• Utilise industry best practices, techniques, and standards throughout the entire project execution in line with local authority requirements
• Monitor progress and ensure compliance with agreed programme and budgets
• Measure project performance to identify areas for improvement
• Manage risk register and mitigate potential events
• Chair commercial meetings and ensure reports are true and accurate reflection of project status

QUALIFICATIONS :

• Bachelor's or Masters degree in Quantity Surveying
• MRICS Quantity Surveying professional accreditation mandatory. Note, that any candidate not possessing this qualification shall be automatically rejected
• 10+ years of Quantity Surveying / Cost Management and related experience for Tier 1 Cost Consultants. Those with Design Consultant or Contractor backgrounds shall not be considered
• Must have previously managed commercial delivery of 5
• hotels or luxury residential tower developments under a FIDIC type of Contract
• Proven ability to solve problems creatively
• Strong familiarity with Cost Management software tools (CostX), FIDIC Suite of Contracts, methodologies, and best industry practices
• Experience seeing projects through the full life cycle of cradle-to-grave
• Excellent analytical skills
• Strong interpersonal skills and extremely resourceful
• Proven ability to complete projects according to outlined scope, budget, and timeline
