Job Description:

Planning & Risk Engineer

Abu Dhabi, UAE

What You'll Be Doing:

  • Review and approve the Contractors’ Baseline schedule of works in accordance with contract conditions and Parsons Recommended Practices.

  • Validate the compatibility of project resources to ensure timely completion.

  • Develop a Master Schedule that integrates multiple packages, considering their interdependencies to identify and reflect the impact of one schedule/project on others.

  • Evaluate and verify planning and scheduling information from updated/progress schedules. Identify potential areas of delay/slippage, highlight critical events, and suggest mitigation measures, corrective actions, or robust recovery plans.

  • Conduct “What if” analysis to assess the time impact of changes, variations, and potential events at an early stage, providing alternative courses of action and advice before issuing instructions to contractors.

  • Prepare regular progress reports and monthly reports with program analysis and recommendations, addressing program issues to ensure timely project completion. Prepare presentations regarding work progress concerning interim and major milestones.

  • Perform detailed assessments of claims, including Extension of Time and Disruption, using leading delay analysis methodologies such as time impact analysis and window analysis. Demonstrate the contractor’s concurrent delay effectively.

  • Discuss, coordinate, and resolve planning and scheduling issues with the contractor and the Employer.

  • Coordinate with the Client to finalize contractor programs, reports, and claims.

  • Attend various meetings, including kick-off, technical, service coordination, and progress review meetings. Provide valuable inputs and prepare concise and precise minutes of meetings.

  • Prepare trackers/logs to monitor critical issues during the design and construction stages of the project.

  • Identify potential risks/conflicts and document them in the Project Risk Register.

  • Perform Quantitative Schedule Risk Analysis using risk analysis software such as Primavera Risk Analysis or Safran Risk.

  • Agree on the progress measurement system (PMS) and key indicators with consultants/contractors for monitoring purposes.

  • Communicate clearly to conduct presentations to management and interface effectively with a diverse group of professionals. Provide reasoned and analytic responses to contractor notices and detailed particulars using programming data, sound construction practices, and contractual provisions.

  • Maintain proper record-keeping of project contemporary records.

  • Issue delay notices for contractor’s culpable delays and/or slow performance letters, recording areas where the contractor’s performance is behind schedule.

  • Manage a team of one or more planning engineers, providing technical and leadership skills.

What Required Skills You'll Bring:

  • Bachelor's degree in Civil Engineering or Construction Management from a recognized institution.

  • Minimum of 7 years post-graduate experience in infrastructure and rail projects.

  • Previous experience in Planning & Scheduling, quantitative schedule risk analysis, and extension of time claims.

  • Extensive experience with design processes and construction methodologies in Infrastructure and rail projects.

What Desired Skills You'll Bring:

  • Proficiency in Primavera P6, Primavera Risk Analysis, Acumen Fuse, and TILOS.

  • Certified Planning & Scheduling Professional (PSP) or Scheduling Professional (PMI-SP) is preferred.

  • Thorough knowledge of industry best practices and regulations.
