Job summary

A leading recruitment agency in Abu Dhabi is seeking a Physical Asset Development Engineer with expertise in mechanical systems. The successful candidate will oversee the design, construction, and operational readiness of mechanical systems in newly built or acquired facilities. A degree in Mechanical Engineering and a minimum of 10 years' experience in industrial utilities are mandatory. The role emphasizes safety compliance and effective project management.

Qualifications

  • At least 10 years of experience in the operation and/or maintenance of district cooling facilities or other industrial utilities.
  • Knowledge of health, safety, environmental, and energy standards.

Responsibilities

  • Review design drawings and technical documents.
  • Inspect installations on-site to ensure adherence to design.
  • Attend or witness system tests to ensure performance matches the design.
  • Oversee final acceptance during the defect liability period.
  • Supervise outsourced maintenance when required.

Reports to: Maintenance Planning Engineer – Mechanical Systems

Job Purpose

To ensure that the mechanical systems in newly built or acquired facilities are safe, reliable, and easy to operate and maintain over the long term. This includes reviewing the design, overseeing construction, testing, and ensuring everything is ready before operations begin.

Key Responsibilities

  • Design Review
  • Review design drawings and technical documents to identify any issues with maintenance and operation.
  • Evaluate and recommend improvements.
  • Sign off on key design documents such as layouts, diagrams, and equipment specifications.
  • Participate in safety and project review meetings.
  • Asset Delivery (Construction Phase)
  • Inspect installations on-site to ensure they match design expectations.
  • Report any issues and propose solutions.
  • Approve changes and inspection schedules.
  • Sign off on documents during construction.
  • Testing and Commissioning
  • Attend or witness system tests to ensure performance matches the design.
  • Identify and resolve any performance issues.
  • Approve training plans and commissioning procedures.
  • Snagging & Handover
  • Inspect and address any deficiencies (snags) in the system before handover.
  • Sign off on completion documents, including acceptance certificates, as-built drawings, warranties, and asset registers.
  • Oversee final acceptance during the defect liability period.
  • Readiness for Operations

  • Tools and spare parts
  • Operating and safety procedures

  • Authority approvals

  • Support for Outsourced Maintenance

  • Follow internal policies, procedures, and legal requirements.
  • Ensure all activities meet health, safety, environmental, and energy standards.

Minimum Education & Experience

  • Education: Degree or diploma in Mechanical Engineering or a closely related discipline.
  • Experience: At least 10 years of experience in the operation and/or maintenance of:
    • District cooling facilities, or
    • Other industrial utilities include thermal energy, power, or water systems.
