Job description

JOB OBJECTIVE:

The design and construction of Tabreed's physical assets go through various phases from inception to completion In its respective discipline, the Physical Asset Development Engineer shall be responsible for ensuring that the manned or unmanned assets taken over by Tabreed's operation and maintenance department fulfil long term operability and maintainability requirements, especially in terms of convenience, performance, and reliability.

To ensure that the design and construction of Tabreed's physical assets meet the long-term operability and maintainability requirements, particularly in terms of convenience, performance, and reliability. This would involve overseeing the entire project life cycle from requirement definition to handover, and engaging in various processes such as asset requirement and design review, asset delivery compliance, asset testing and commissioning acceptance, asset due diligence / snagging / de-snagging, asset preparedness and readiness for operational use, and outsourced maintenance support or supervision. The ultimate goal of the role would be to ensure safe operation and maintenance of the assets.

Description

Asset Requirement and Design Review [Mechanical Systems]

  • Identify on drawings and/or technical submittals:
  • operability and maintainability challenges in the design
  • operation and maintenance vulnerabilities and single points of failure before transfer to delivery
  • Review detailed design documentation against long term system operability and maintainability criteria including but not limited to:
  • gather and prioritize feedback on equipment and installation provisions
  • research and evaluate improvement opportunities
  • report findings and execute on possible changes
  • review changes and approve
  • Develop potential failure modes and effects analysis (FMEA) and follow-up on findings and changes
  • Attend and contribute to the Project HSE Review (PHSER) conducted by the HSEQ department
  • Signs off key project documents during the binding proposal phase:
  • DC Plant: Preliminary P&ID / Preliminary Layout / Preliminary Single Line Diagrams
  • Chilled Water Network: Preliminary Schematic (P&ID) / Concept Layout / Hydraulic study report (for connection to existing plant/network)
  • Energy Transfer Stations: Preliminary P&ID
  • Signs off key project documents during the design development phase:
  • DC Plant: a) Final P&ID, b) Final Layout, c) Final Single Line Diagrams, d) Mechanical & Electrical tie-in schedule, e) Material submittals for selection of Major Equipment
  • Chilled Water Network: a) Final Schematic (P&ID), b) Final Layout
  • Energy Transfer Station: a) Final P&ID, b) Final ETS Layout including pipe routing inside customer premises c) Heat Exchanger data sheet

Asset Delivery Compliance [Mechanical Systems]

  • Identify on the field through regular inspections:
  • compliance of the material provisions with the operability and maintainability design
  • additional operability and maintainability challenges in the delivery
  • Produce appropriate reports and remedial proposals wherever possible
  • Coordinate remedy, review remedy and approve
  • Signs off key project documents during the delivery / construction phase
  • DC Plant: a) Changes to approved, b) Inspection schedules requiring O&M witness
  • Chilled Water Network & ETS: a) Changes to approved drawings/materials during design development, b) Inspection schedules & test procedures requiring attendance by O&M team

Asset Testing and Commissioning Acceptance [Mechanical Systems]

  • Identify on the field through attendance and/or witnessing of testing and commissioning activities:
  • compliance of the qualitative and quantitative performances with the design
  • additional challenges in the performance delivery
  • Produce appropriate reports and remedial proposals wherever possible
  • Coordinate remedy, review remedy and approve
  • Signs off key project documents during the testing and commissioning phase
  • DC Plant: a) Changes to approved drawings/materials during design development, b) Inspection schedules requiring O&M witness, c) Training Plan, d) Commissioning procedures
  • Chilled Water Network & ETS: a) Changes to approved drawings/materials during design development, b) Inspection schedules requiring O&M witness, c) Commissioning procedure.

Asset Due Diligence / Snagging / De-snagging [Mechanical Systems

  • Snag / de-snag material provision in relation to the system operability and maintainability
  • Produce appropriate reports and remedial proposals wherever possible
  • Coordinate remedy, review remedy and approve
  • Signs off key project documents during the closeout and handover phase
  • DC Plant, Network & ETS: a) Provisional Acceptance Certificate, b) Snag List, c) As Built Drawings, d) Warranty Certificates of Major Equipment, e) Completed Asset Register.
  • Signs off key project documents during the Defect Liability Period
  • DC Plant, Network & ETS: a) Final Acceptance Certificate, b) Completed snag list including list of deficiencies raised and attended during Defect Liability Period.

Asset Preparedness and Readiness for Operational Use [Mechanical Systems]

Ensure that:

  • all tools,
  • standard operating procedures,
  • safe work procedures,
  • emergency response plans,
  • equipment list and respective preventive plan,
  • spare parts and related storage, and
  • project documentation (as-built, datasheets, etc.),
  • authority approvals and permits, are in place upon operation commencement.

Outsourced Maintenance Support or Supervision [Mechanical Systems]

  • Attend site supervision of maintenance activities outsourced whenever required

Minimum Qualifications:

  • Engineering degree or diploma in respective discipline Mechanical Systems

Minimum Experience:

  • Minimum of 10-year experience in operation and/or maintenance of district cooling facilities or industrial utilities facilities (thermal energy, power, water, etc.)
