A leading consulting service is seeking a Permitting Engineer to support and oversee permitting activities for large infrastructure projects in Iraq. The successful candidate will be responsible for ensuring compliance with regulatory requirements, managing permitting schedules, and working collaboratively with various teams to meet project milestones. Candidates must possess significant experience in the oil and gas sector, particularly in permitting, and demonstrate strong communication and negotiation skills.

Qualifications

• Minimum 10 years in permitting or regulatory compliance roles in Oil and Gas projects.
• At least 5 years managing permitting activities in large infrastructure projects.
• Fluency in English; knowledge of Arabic is an advantage.

Job description

We are looking for a Permitting Engineer for one of our clients with the following details:

Location: Basra, Iraq

Start Date: Sep 2025

Contract Duration: 24 months, extendable

Scheme: Rotational 4 weeks ON / 4 weeks OFF

Qualification and Experience Required:

Professional Experience (years):

• Minimum 10 years in permitting or regulatory compliance roles in Oil and Gas projects.

Experience in similar position (years):

• At least 5 years managing permitting activities in large infrastructure or pipeline projects.

Technical Skills:

• Strong knowledge of permitting processes and regulatory requirements.
• Ability to interpret and apply legal and technical documentation.
• Proficiency in managing permitting schedules and databases.

Level / Diploma:

• Degree in Engineering, Environmental Science, or a related field.

Languages:

• Fluency in English; knowledge of Arabic is an advantage.

Soft Skills:

• Excellent communication and negotiation skills.
• Strong organizational and problem-solving abilities.
• Ability to work collaboratively with multidisciplinary teams.

Missions & Activities

Main Missions

• Oversee and manage all permitting activities for Early Infrastructure Works (EIW) and Network Pipelines (NWP), ensuring timely acquisition of necessary permits to support project milestones.
• Act as the focal point for communication and coordination with regulatory bodies, ensuring compliance with all local, national, and international permitting requirements.
• Support the project team in maintaining compliance with permitting conditions and requirements throughout the project lifecycle.
• Proactively identify permitting risks and propose mitigation measures to ensure uninterrupted project execution.

Key Activities

• Promote a strong Health, Safety, and Environment (HSE) culture by ensuring that all permitting activities are performed safely and in compliance with the company's HSE standards.
• Conduct regular audits and inspections to ensure that permitting-related HSE requirements are met.
• Develop and maintain a comprehensive permitting register, tracking all required permits and their status.
• Liaise with regulatory authorities to secure approvals, licenses, and permits in line with project timelines.
• Ensure that all permitting documentation is accurate, complete, and submitted on time.
• Coordinate with engineering, construction, and project controls teams to ensure alignment between project activities and permitting conditions.
• Provide regular updates and reports to the project management team on permitting status and issues.
• Participate in risk assessments related to permitting and provide recommendations to mitigate potential delays.
