Ports, Customs and Free Zone Corporation is seeking a seasoned regulatory compliance professional to lead AML/CFT efforts, review UBO ownerships, and conduct risk-based assessments. The role requires strong investigative capability and experience in regulatory supervision and reporting.

Qualifications

  • Bachelor's degree in Finance, Accounting, Law, Public Policy, Risk Management, Business Admin, or related field.

Responsibilities

  • Conduct risk assessments of registered entities evaluating ownership structures, activities, jurisdictions and regulatory history.
  • Review UBO declarations and ownership structures for accuracy and currency.
  • Investigate AML/CFT red flags and regulatory breaches; document findings and escalate as needed.
  • Plan and conduct risk-based desk reviews, inspections, and verifications with defined scope.
  • Assess gaps and recommend controls, remediation plans or referrals per legislation.
  • Prepare and review compliance reports, risk analyses, dashboards, and regulatory submissions.
  • Coordinate information exchange with authorities and stakeholders while complying with confidentiality.

About Ports, Customs and Free Zone Corporation:

The Ports, Customs and Free Zone Corporation (PCFC) was officially established in 2001, under the authority of the Dubai Government. There are a number of entities and institutions operating under its umbrella, including Port Rashid, Jebel Ali Port, Al Hamriya Port, which are managed by Dubai Ports Authority, in addition to the Department of Planning and Development - Trakhees, the Dubai Maritime Authority and the Office of the Marine Agency for Wooden Dhows, as well as the investment arm and security arm of the corporation, represented by Investment Department and Security Department.

REGULATORY COMPLIANCE AND AML/CFT
  • Conduct comprehensive risk assessments of registered legal persons by evaluating ownership and control structures, business activities, jurisdictions, regulatory history and other relevant financial crime risk indicators.
  • Independently review complex Ultimate Beneficial Ownership (UBO) declarations, corporate structures and supporting documentation to assess the adequacy, accuracy and currency of beneficial ownership information.
  • Investigate material UBO discrepancies, complex or opaque ownership structures, AML/CFT red flags and potential regulatory breaches, documenting findings and conclusions and escalating significant concerns through approved channels.
  • Plan and conduct risk-based desk reviews, compliance inspections and verification activities, including defining the scope of reviews, assessing evidence, documenting findings and recommending appropriate corrective or enforcement action.
  • Assess identified compliance gaps and recommend proportionate controls, risk mitigation measures, remediation plans, administrative actions or referrals in accordance with applicable legislation and the Registrar’s authority.
  • Manage complex compliance cases and monitor the implementation of corrective actions, ensuring that identified deficiencies are addressed within prescribed timescales and unresolved or significant matters are appropriately escalated.
  • Prepare and review compliance reports, risk analyses, management dashboards, regulatory submissions and information required to support national risk assessments and AML/CFT effectiveness assessments.
  • Coordinate the timely and appropriate exchange of regulatory information with competent authorities and relevant internal and external stakeholders, ensuring compliance with applicable confidentiality, data protection and authorisation requirements.
  • Provide technical guidance and awareness on UBO, AML/CFT and related regulatory obligations, including supporting training sessions, responding to complex enquiries and providing guidance to junior team members.
  • Contribute to the development and continuous improvement of the regulatory compliance framework, including risk assessment models, monitoring plans, policies, procedures and controls, as well as the future oversight of sanctions, proliferation financing, fraud, anti-bribery and corruption requirements, where mandated.
EXPERIENCE

Required (Minimum Experience): A minimum of five to seven years’ relevant experience in regulatory compliance, AML/CFT, Ultimate Beneficial Ownership (UBO), financial crime, regulatory supervision, corporate registration, audit, investigations or risk management.

EDUCATIONAL QUALIFICATIONS AND CERTIFICATIONS

Required (Minimum Qualification): A bachelor’s degree in Finance, Accounting, Law, Public Policy, Risk Management, Business Administration or a related discipline.
