Job summary

Responsibilities

  • Plan, organise and facilitate talent management and learning activities, incl. orientation, corporate learning and development programmes, training sessions and learning forums.
  • Assess organisational learning and development requirements and develop annual training plans and budgets in line with approved plans.
  • Conduct Training Needs Analysis (TNA) with line managers and performance outcomes to identify development needs and arrange interventions.
  • Conduct competency and skills gap analyses and identify appropriate learning and development programmes.
  • Develop and implement criteria for selection and evaluation of training providers and facilitators; manage relationships with vendors and contracts.
  • Analyse ROI and effectiveness of learning and development programmes to support evaluation and budget decisions.
  • Collaborate with educational institutions to attract Emirati trainees for summer training and short-term internships; support Emiratisation objectives.
  • Monitor progress of Emirati trainees with line managers to ensure continuity of learning experiences and retention of UAE Nationals.
  • Identify and coordinate leadership development programmes for high-potential employees to strengthen internal talent pipelines.

About Ports, Customs and Free Zone Corporation:

The Ports, Customs and Free Zone Corporation (PCFC) was officially established in 2001, under the authority of the Dubai Government. There are a number of entities and institutions operating under its umbrella, including Port Rashid, Jebel Ali Port, Al Hamriya Port, which are managed by Dubai Ports Authority, in addition to the Department of Planning and Development - Trakhees, the Dubai Maritime Authority and the Office of the Marine Agency for Wooden Dhows, as well as the investment arm and security arm of the corporation, represented by Investment Department and Security Department.

TALENT MANAGEMENT
  • Plan, organise and facilitate talent management and learning activities, including new employee orientation, corporate learning and development programmes, training sessions and learning forums.
  • Assess organisational learning and development requirements and develop annual training plans and budgets in coordination with line managers, ensuring alignment with the Training Needs Analysis (TNA) and adherence to approved plans and budgets.
  • Conduct Training Needs Analysis (TNA) in collaboration with line managers and through performance review outcomes to assess employees’ competency and skill levels, identify development needs and arrange appropriate learning interventions, including in-house, external and overseas training programmes.
  • Conduct competency and skills gap analyses and identify appropriate learning and development programmes to address identified technical and behavioural competency gaps.
  • Develop and implement criteria for the selection and evaluation of training providers and facilitators. Manage relationships with learning and development vendors, including contract negotiations and service performance.
  • Analyse the Return on Investment (ROI) and effectiveness of learning and development programmes to support programme evaluation, budget optimisation and future training decisions.
  • Identify and collaborate with educational institutions to attract Emirati students for summer training and short-term internship opportunities, supporting PCFC’s employer brand and Emiratisation objectives.
  • Monitor the progress and development of Emirati trainees in coordination with line managers, ensuring continuity and consistency of their learning experience and supporting the development and retention of UAE Nationals.
  • Identify and coordinate leadership development programmes for high-potential employees to strengthen the internal talent pipeline and support succession planning for key and critical leadership positions.
PERFORMANCE MANAGEMENT
  • Manage the end-to-end performance management cycle, ensuring the timely and accurate completion of all stages of the appraisal process, including the preparation of forms, templates, guidelines and communications.
  • Design, review and update PCFC’s competency framework in collaboration with relevant functions and business units, ensuring alignment with PCFC’s strategic direction and functional objectives.
  • Design, implement and monitor the Performance Management System to ensure employees and teams understand how their individual and functional objectives contribute to PCFC’s strategic goals.
  • Provide guidance and support to line managers and employees on the effective application of the Performance Management System and address implementation-related queries and challenges.
  • Develop and implement the performance management communication strategy to promote awareness and ensure stakeholders remain informed throughout the performance cycle. Develop guidance materials and tools to support employees and line managers throughout the appraisal process.
  • Design and continuously enhance PCFC’s Performance Management System in line with leading practices, ensuring a fair, consistent and transparent approach to performance management across functions and business units.
  • Contribute to the automation and continuous improvement of the Performance Management System in collaboration with IT, including the development and integration of competency models within the system.
  • Collaborate with internal stakeholders across functions and business units to embed a culture of continuous performance feedback, accountability and employee development.
  • Consolidate and analyse performance appraisal results across PCFC, identifying relevant trends and insights to support management decision-making.
  • Develop and manage the annual performance appraisal calendar, coordinate communications with employees and line managers, and ensure that each stage of the appraisal cycle is completed within established timelines and guidelines.
  • Address and resolve performance appraisal-related matters, including requests for re-evaluation, ensuring that cases are managed fairly, professionally, transparently and consistently in accordance with established policies
EXPERIENCE

Required (Minimum Experience):

  • A minimum of eight years’ experience in Human Resources, including at least two years’ experience in a people management or team leadership capacity.
  • Demonstrated experience in Talent Management, Learning and Development and/or Organisational Development, preferably within a government, semi-government or large corporate organisation.
  • In-depth knowledge of learning and development frameworks, competency development, talent management practices and related HR methodologies.
EDUCATIONAL QUALIFICATIONS AND CERTIFICATIONS

Required (Minimum Qualification):

  • A bachelor’s degree in Human Resources, Organisational Psychology, Education, Business Administration or a related discipline.
