Operations & Maintenance Facility Manager

The O&M Hard Services Facilities Manager for the Public Realm is responsible for overseeing the maintenance, operation, and safety of the mechanical, electrical, and structural infrastructure within public spaces such as parks, streetscapes, plazas, and other civic areas. The role ensures these areas are well-maintained, safe, functional, and compliant with relevant regulations, enhancing the community’s quality of life.

As the O&M Facilities Manager for the Main Districts, you will be responsible for an assigned area while supporting your counterparts in other areas with your knowledge of Hard Services and best practices.

Key Responsibilities:

Operational Management:

  • Conduct daily site visits to monitor the work of FM contractors.
  • Oversee, direct, and manage daily operational activities of hard services, including lighting, drainage, signage, fixtures, fountains, and structural elements within the public realm.
  • Ensure all systems and infrastructure operate efficiently, are maintained safely, and comply with contractual obligations.
  • Manage logistics and ensure the public realm meets client expectations.
  • Monitor, report, and escalate non-compliance issues related to contractors’ adherence to contracts, SLAs, and KPIs.

Maintenance & Repairs:

  • Review and advise on contractors’ plans for preventative and reactive maintenance programs.
  • Coordinate with external contractors and internal teams to execute repairs effectively.
  • Ensure contractors maintain detailed records of inspections, maintenance, and repairs; escalate issues as needed.

Safety & Compliance:

  • Ensure all activities comply with health, safety, and environmental legislation.
  • Conduct risk assessments and implement safety procedures accordingly.

Quality & Standards:

  • Perform daily inspections to ensure assets meet safety, aesthetic, and client standards.
  • Implement continuous improvement initiatives for infrastructure resilience and safety.

Contract & Budget Management:

  • Review contractor budgets to ensure alignment with SLAs and scopes of service.
  • Manage budgets related to maintenance and upgrades.
  • Oversee external service providers, ensuring contractual obligations are met.
  • Identify opportunities for cost savings and value engineering.

Stakeholder Engagement:

  • Act as the primary contact for local authorities, community groups, and stakeholders.
  • Provide timely reports and updates on maintenance and projects.
  • Lead and develop maintenance teams and contractors, ensuring safety and operational training.

Qualifications:

  • Bachelor’s degree in Facilities Management, Civil Engineering, Environmental Science, or related field.
  • Extensive experience in FM services management, especially in public sector or public realm projects within Abu Dhabi or UAE.
  • Proficiency in MS Office; knowledge of CAFM systems and planning software is advantageous.
  • Strong understanding of public space infrastructure systems.
  • Relevant health and safety certifications (e.g., IOSH, NEBOSH).
  • Excellent leadership, communication, and stakeholder management skills.
  • Experience in budgeting, contract negotiations, and project management.
  • Knowledge of applicable regulations and standards for public spaces.
