Scope of work (JOB PURPOSE)
Oversees and manages training and compliance standards within all areas of the Operations division, including Park Manager training (Silver), but with priority focus given to safety within Rides and Attractions and Water Park ensuring the department meets all criteria outlined in HS(P)009 and HS(P)015, as well as local code outlined by Dubai Municipality.
This includes developing and then auditing the onboarding and ongoing training processes and documentation for Operations to ensure staff have and maintain a strong understanding of the Parks’ operational safety policies and procedures before actively working in a front-line position and during their employment.
The role is also responsible for on-site management and training of third party First Aid employees.
Key Objectives:
- Ensure Operations departments are set up to be compliant and remain compliant with Merlin HSS standards, whilst also meeting any local requirements stipulated by law.
- Develop and continually audit the onboarding and training processes within Operations, with priority focus given to Rides and Attractions, Water Park and First Aid training and safety standards.
- Maintain an overview of Operations staff training records through tracking and auditing to ensure compliance and competence levels are met.
- Audit the department trainers to ensure they also maintain high level of competence and compliance as the key knowledge holders.
- Ownership over the training and checklist applications and software, such as the Ride Essentials and the Rides App including any implementation projects.
- Responsible for ensuring Operations staff are trained to the highest standard and maintain their compliance and competence with the Park’s policies and procedures post training.
- Formulates, develops and regularly reviews standard operating procedures and risk assessments to exceed safety standards.
- Work closely with the Operations department managers, most notably the Attractions Manager and Lifeguard Operations Manager, to ensure any Group or Dubai Municipality Safety Bulletins are implemented into the operation in a safe and timely manner.
- Support the Guest Services team with any guest concerns or complaints regarding safety within Operations.
- Support Health and Safety and HR with investigations into any breach of safety and standard operating procedures and manage corrective actions accordingly.
- Support the Health and Safety Director and Attractions management team to coordinate evacuation (including ride evacuations) and fire drills are performed on a regular basis.
- Participate in the Silver and Gold roster on a rotational basis to ensure a strong understanding of the Park Operation and the emergency procedures.
Main Responsibilities
Operations
- The main responsibility of the Operations Compliance Manager is to take ownership of the safety and training standards of the Operations departments by ensuring a safe and successful integration and alignment of Merlin policies and local laws into the operational practices.
- They should have an attitude of commitment and complete accountability, with regards to the safety and training standards of the operational functions.
- The Operations Compliance Manager is responsible for encouraging inter-departmental collaboration to establish best practice amongst the Operations teams.
- It is an expectation that the Operations Compliance Manager will regularly communicate with their counterparts in the LEGOLAND Parks to ensure consistency across the group and to achieve best practice.
- They must be knowledgeable about the Resort’s policies and procedures, as well as the local area’s laws and requirements, to support them in their area of work.
Marketing
- From a Marketing point of view the Operations Compliance Manager must also support by ensuring continuity of the company brand across the Operations areas.
- They must ensure that all safety signage in their area is kept up to date and appropriate to the environment.
- Any documents created by the Operations Compliance Manager must also be kept in line with the company’s expectations.
Development
- Responsible for carrying out timely, accurate and in-depth coaching sessions for Operations Leadership teams to ensure they are aware on operational and safety standards.
People
- Provide constant leadership, counselling, and advice to the Operations team relating to safety and compliance. This position is expected to provide all staff members with an environment of openness and trust and provide feedback and coaching where necessary.
- The role must advise the Operations Managers on poor performance relating to safety and compliance to help ensure company standards are enforced fairly and consistently, raising any issues to the department management team.
- The Operations Compliance Manager is responsible for ensuring that the Operations departments comply to regulation both governmental, safety, policy and standards and any necessary requirements.
- The role is expected to develop and nurture positive relationships with all other Resort departments as well as other LEGOLAND Parks. Excellent communication skills and a positive reaction to conflict are required to perform this effectively.
- The job holder needs to be flexible to change, and open to creative ideas for solving conflicts and problems.
Health & Safety
- Employees are responsible for the safety of themselves, their colleagues and guests (where appropriate), in line with the Group Policy (HS001) and the law. In particular, they must ensure that they follow safe working procedures for all work activities that they undertake, and they must not use any tools or equipment for which they have not been trained. Where incidents do occur, they must ensure that they are reported to their line manager and must cooperate with any investigation as appropriate.
Health & Safety
Managers/Supervisors are responsible for all aspects of Health, Safety & Security within their department, in line with the Group Policy (HS001). In particular, they must ensure that risk assessments have been carried out, that safe working procedures are in place for all work activities and that all employees under their management are aware of the Group Health, Safety and Security Policy and their obligations under it. They must ensure that safe working practices are monitored, and that risk assessments and procedures are reviewed regularly. Where incidents do occur, they must ensure that they are investigated appropriately and that where necessary, corrective action is taken to ensure that such incidents are not repeated
Qualifications, Experience, & Skills
Experience:
- Experience in a theme park, water park, hotel, resort, attractions, or entertainment a plus.
- Requires a minimum of 5 years’ experience in an operational environment, preferably with a background in Rides and Attractions or Water Parks.
- Understanding of Operations Compliance and Health & Safety regulations.
- Ability to collaborate effectively with cross-functional peers.
- Demonstrated ability to manage a large volume of work and people effectively and efficiently.
Education:
- Bachelor’s degree in business, or closely related field is preferred. (Or equivalent education and working experience).
- A balance of field work for training and auditing and office work for meetings and documentation preparation.
- Document integration and control.
- Regular reporting, process and policy development and database management.
Other Requirements:
- Maintaining confidentiality within the organization and protect any information that classified as confidential.
- Maintaining honesty and integrity with superiors, subordinates, and guests
- Must be willing to work flexible hours, including evenings and weekends to support park operations.
- Requires a valid driver’s license and passport.
- Must be willing to travel locally and regionally to conduct business, and occasional travel internationally.
