Responsibilities
- Build the following documents: the O&M company management system; a set of standard O&M procedures; the O&M company\'s quality assurance system; the O&M company\'s HSE management system; a set of standard job descriptions for the O&M organization; a set of technical specifications, offers assessment and award proposal for software systems such as CMMS, PtW, HSSE; a mobilization plan for ongoing projects following the contractual milestones, the maintenance plan and the main utilities (fuel, water, electricity, etc.); usage schedule during operation; O&M long-term training program and submit to the Project company in accordance with the contractual milestones; review the EPC comprehensive training program (theoretical and on-the-job) and align it with the resources onboarding plan; checklist for final O&M readiness review; report and alert the management on any major cost deviations.
- Support the Client HR Generation department during the various O&M teams\' recruitment processes by attending the first-round interviews and providing evaluation and ranking of the candidates, and providing selection recommendations.
- Support in establishing temporary offices to allow the onboarding of the O&M companies\' management personnel, under the budget.
- Take part in HAZOP / HAZID / SILS sessions with the Project company, EPC, and Owner\'s engineer, provisions and recommendations from an operability, reliability, and maintainability perspective. Follow up with the Project company on the correct implementation of the agreed actions prior to the start of the plant\'s commercial operation.
- Coordinate with the Project company and Client HQ Project Delivery team to timely review and provisions, as operator, on the following: P&IDs, drawings, schematics, plant operation procedures, control philosophy, and other operating procedures, as applicable EPC supplier\'s O&M manuals.
- Review the EPC and LTSA spare parts and consumables list with the Project company, and advise on any gaps. Follow up the procurement process, ensure the parts and consumables are delivered and adequately stored on site prior to the commercial operation of the plant. Report and alert Client HQ Generation management on any long lead item delivery deviations that can have a significant impact during operation.
- Monitor and coordinate with other departments the IT infrastructure and systems are timely implemented, and their costs remain within the allocated budget. The IT systems include, but are not limited to, the payroll system, finance and accounting system, and procurement system.
- Support external audits and monitor the implementation of the corresponding action plans.
- Ensure adherence to all relevant health, safety, and environment (HSE) regulations as well as regulatory standards.
- Ensure that all trainings, certifications, and authorizations have been delivered to the relevant personnel prior to the commercial operation of the plant.
- Identify and develop continuous improvement plans and initiatives aligned with industry best practices and global trends to improve work process efficiency through their implementation. Facilitate discussions with the technological partners to update Client HQ and asset management on new services and upgrades.
- Execute the O&M readiness review before initiating O&M activities.
- Coordinate within the consultant\'s organization to seek and obtain the required references, support, and resources to complete the activities.
