Job summary

TikTok LIVE Operations is seeking a seasoned Head of New TCN BD to drive transformation across the China–MENA and MENA Chinese ecosystems. You will lead cross-border partnerships, negotiate strategic deals, and build scalable models with top-tier agencies and TCN entrepreneurs.

In this role you will manage a growing team, set goals, prioritize partners, and deliver revenue growth while expanding the agency network across UAE, Saudi Arabia, and other key markets.

Qualifications

• 8+ years in internet, live streaming, MCN, or related fields.
• 3+ years in people management or business leadership.
• Strong business development capabilities, end-to-end deal closing.
• Strong commercial judgment and partner prioritization.
• Fluent in English and Chinese for stakeholders.

The LIVE Operations team is obsessed with everything to do with TikTok LIVE. From content strategy, monetization, gifting, LIVE features, data analysis, creating campaigns and ensuring a fun and safe space for all of our LIVE users. Responsibilities

• - Drive the New TCN Business Transformation. Shift the business from large-scale acquisition of long-tail agencies toward acquiring top-tier and high-potential Chinese agencies. Develop a structured MENA Landing → Localization → Growth model for top Chinese agencies. Continuously expand relationships with top Chinese agencies, MCNs, and key players across the live-streaming ecosystem.
• - Build the China–MENA Agency Ecosystem. Lead business development, partnership negotiations, and MENA market entry for strategic top-tier agencies. Localize proven Chinese live-streaming operational models for MENA, build lighthouse cases, and scale successful practices. Establish a strong and sustainable network of top Chinese agency partners.
• - Develop the MENA Chinese Agency Ecosystem. Identify Chinese business communities and potential TCN entrepreneurs across UAE, Saudi Arabia, and other key MENA markets. Build a recruitment, incubation, and growth model to develop local Chinese entrepreneurs into the next generation of TCN operators. Explore a dual-growth model combining Chinese agencies expanding into MENA + Chinese entrepreneurs building TCNs locally in MENA.
• - Lead the Team Through the Business Transformation. Lead the existing New TCN BD/AM team, optimizing team goals, partner segmentation, and resource allocation. Shift the team focus from TCN volume toward top-tier TCN acquisition, partner quality, revenue growth, and long-term retention. Build a high-quality TCN pipeline, structured account management approach, and scalable business playbook.

Minimum Qualification(s):

• 1. 8+ years of experience in internet, live streaming, Creator Economy, MCN, business development, or related industries.
• 2. 3+ years of experience in people management or business leadership.
• 3. Strong Business Development capabilities, with the ability to independently manage the full cycle from lead generation to partnership closing.
• 4. Strong commercial judgment and the ability to identify and prioritize high-quality strategic partners, rather than focusing solely on acquisition volume.
• 5. Proven experience in complex commercial negotiations and driving large-scale strategic partnerships.
• 3. Fluent in English and Chinese for communicate fluently with Chinese-speaking business stakeholders.

• 1. Strong ability to identify opportunities, develop strategies, and execute effectively in ambiguous and fast-changing environments.
• 2. Excellent cross-cultural communication and stakeholder management skills.
