Job Description:

Parsons is looking for an amazingly talented Master Planning Manager to join our team!

Responsibilities
  • Prepare test fit master plan using in-house or the consultant’s service
  • Prepare RFP for tender or quotation
  • Provide tender clarification and recommend award
  • Manage/assist to manage master plan visioning up to approval by development team
  • Manage/assist to manage the consultant’s CMP work up to DMT’s approval
  • Manage/assist to manage the consultant’s DMP work up to DMT’s approval
  • In coordination with the transportation team, manage the consultant’s TMP work up to ITC’s approval
  • In coordination with the environmental team, manage the consultant’s EIA work up to EAD’s approval
  • In coordination with the public realm team, manage the consultant’s public realm strategy covering streets, parks and promenades (including the marine edge strategy)
  • Manage/assist to manage all master plan modifications and internal presentations as required
  • Coordinate with the development team, public realm team, infra team, environmental team and design team to ensure concerns are addressed in the master plan
  • Coordinate with the DMT and where necessary with other authorities to ensure timely approval of the master plan or other Client requests (e.g. DCR)
  • Certify payments to consultants for their completed work
  • Where there is variation to the consultant’s contract, prepare the variation order for the management’s approval
  • Using in-house or the consultant’s service, manage/assist to manage other master plan related work when requested by the management (e.g. old master plan update, social infrastructure assessment, marine engineering design, etc)
  • Provide master planning inputs at infrastructure design, building design, construction and post-construction/asset management stage when required
  • Performs other responsibilities associated with this position as may be appropriate.
Skills and Competencies
  • Ability to meet Parsons’ project management certification requirements
  • Effective leadership skills with ability to perform in a management capacity
  • Excellent written and oral communications skills
  • Thorough knowledge of industry practices and regulations
  • Knowledge of current technology and how it can be effectively utilized on projects
Education and Typical Experience
  • Bachelor’s degree in town planning, urban design, architecture or equivalent
  • Minimum 5-7 years of experience in managing large scale master planning design and technical work at a consultant or developer organizations
  • Minimum 2 years involvement in CMP and DMP process under the DMT/UPC
  • Strong design, communication, and coordination skills

Professional registration may be required
